I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
!
I
I

Regarding the cost of living increase, City Administrator Schnelle stated that
we have checked with various banks and found that the high figure was 5% to
6% and that 4% was near the low. He went on to explain salary adjustments.

Councilman Reimann asked Police Chief Auspos if he has done anything more on
the longevity tests for police officers and what type of tests would be
given.

Chief Auspos stated that this project hasn't advanced as far as he had hoped
it would because nobody has anything for him to go by. Consequently, he will
have to design the tests himself. Basically, they will be performance tests
in CPR, photography, first aid, search and seizure, etc. and questions regard-
ing the statutes. It would take some time to design a test for an officer's
physical capabilities, as the agility tests would need to be scaled for the
age of the person.

City Administrator Schnelle stated that at some time, the Personnel Committee
will have to look at bringing the Police Chief and Public Works Superintendent
up to the Metro mean. He informed the Personnel Committee so they would be
made aware of discrepencies such as this in future years.

City Administrator Schnelle stated that he wouldn't be recommending anyone
for merit pay this year, as there would have been a m~her of employees to
consider and further felt this should be done by the Personnel Committee.

Councilman Reimann stated that Councilman Sorteberg and himself would work
on who should be getting merit pay and get that resolved this year.

Motion by Councilman Reimann and seconded by Councilman Sorteberg to recommend
that the Council make the following changes to the City's Sick Time policy:

Sick leave may be accrued to a maximum of 120 days at a rate of
one day per month. Unusued sick leave in excess of 120 days at
the end of a calendar year (January lst) shall be converted to
vacation at a rate of one hour vacation for each two hours of
sick leave in excess of 120 days.

Any employee terminating employment or any employee terminated
shall be paid for 1/3 of any unusued sick leave at time of ter-
mination at his/her current rate of pay.

Motion carried. Voting yes Councilmen Reimann and Sorteberg. Voting no None.

Councilman Reimann and Councilman Sorteberg agreed to recommend that A~lene
Stafford be promoted from Clerical IV position to Clerical V position.

Motion by Councilman Reimann and seconded by Councilman Sorteberg to recommend
that the Council approve of the following changes to the City's compensatory
time policy:

Employees that do not receive overtime pay shall receive compen-
satory time at a rate of one and one-half hours for each hour
worked as approved by the City Administrator or his designated
representative. Compensatory time shall be taken as approved by
the City Administrator or his designated representative for
periods of not less than two hours.

Personnel Committee
