I

I
I
I
I
I
I
I
I
I
I
I
I
1
I
i

!

TO: Mayor and Council~embers
FROM: City Administrator
RE: Staff Report for September 1983

1) General - The weeks of September 12th and 19th have been dominated
with the preparing of various Commission and Council agendas by City
Staff members. It appears that the week of the 26th will not be too
much better for City Staff.

2) State Aid Case - The Mayor, City Attorney and myself appeared on
the Metro Caucus Group's agenda on August 20, 1983 at the St. Louis Park
Municipal Center to explain the City's case. The purpose was to gain
monetary assistance, rThis meeting was attended by a !gt of the Metro
communities.

The Mayor and I will be meeting with Mayors and City Administrators of
Savage and Shakopee at 8:00 a.m., Monday, September 26, 1983 in Savage
to get monetary support for our lawsuit. I met with the Mayor and City
Administrator of Arden Hills on September 19, 1983 at 4:00 p.m. in Arden
Hills and ~hey will be going to their Council. I met with the Minnesota
Association of Small Cities at the State Capitol on September 13, 1983
and they will now be pushing our cause.

This is usurping a lot of time but it is a must that we make these moves
now to get monetary support from communities.

3) Minnesota Tax Commission - This is the Commission that the Governor
just recently appointed to study the Minnesota tax system and is more
generally referred to as the Latimer Commission because he is the
chairman. I have requested to be put on their mailing list so that Ramsey
can stay abreast of the issue. Their next meeting will be in Room ~112,
State Capitol Building from 1:15 p.m.' to 4:30 p.m. on Tuesday, October
18, 1983. This information will be passed on to the Economic Development
Commission.

4) Site and Design Plan Ordinance - Due to workload and scheduling,
we are going to be submitting a resolution whereby Council will appoint
a Councilperson, the Building Official and the City Administrator to
review and approve of all site and design plans where a variance is not
required. Frankly, the way it is going now we just can't process all
of this data.

5) League Regional Meeting - This is scheduled for September 29, 1983
at the Radisson South.

LGS:pjc
