No accessory building shall be located nearer the front <br />lot line than the principal building on that lot (this provision shall <br />not apply to attached garages). <br /> <br />5. An accessory building shall be attached to and shall be <br />made structurally a part of the principal building if it is within five <br />(5) feet eave-to-eave of the principal building. <br /> <br />((~) <br /> <br />The following shall not be considered as encroachments on setbacks and <br />height requirements: <br /> <br /> ]. In any yards: Off-street open parking spaces, terraces, <br />awnings, canopies, steps, chimneys, flag poles. <br /> <br /> 2. Fences, walls and hedges: Notwithstanding any or:her pro- <br />visions of this code, fences, walls and hedges are permitted in or along <br />the edge of any residential yard, provided that no fence, wall or hedge <br />except a retaining wall in the required front yard setback of any <br />interior lot shall be over forty-two (42) inches in height. On a <br />corner lot, nothing sba].] be placed or allowed to grow in such a <br />manner as to impede vision between heights of three (3) and ten (10) <br />feet above the centerline grades of the intersecting streets. The <br />latter ]imitation shall apply to that triangular area within sixty-five <br />(65) feet of the center of the intersection. <br /> <br /> 3. In rear yards: Recreational and laundry drying equipment, <br />arbors and trellises, balconies, breezeways, open porches, detached <br />outdoor living rooms and private garages, providing a setback of five <br />(5) feet or the depth of any existing easements, whichever is greater, <br />is maintained. <br /> <br /> 4. Height limitations shall not apply to radio and TV trans- <br />mission towers, barns, silos, and other structures on farms, to church <br />spires, be]fries, cupolas and domes, monuments, water towers, fire and <br />hose towers, observation towers, chimneys and smokestacks, flag poles, <br />telephone po]es, television antennae, and parapet walls extending not <br />more than four (4) feet above the limiting height of the building. <br /> <br />No lot, yard or parking area shall be so reduced in area or dimension <br />as to make any such area or dimension less than the minimum required <br />by thJs chapter, and if already less than the minimum required, it <br />sha].l not be further reduced. <br /> <br />The performance standards established in this section are designed to <br />encourage a high standard of residential and business development by <br />providing assurance that neighboring land uses will be compatible. <br />The performance standards are also designed to prevent and eliminate <br />those conditions that cause blight. All future development in the "U" <br />Districts shall be required to meet these standards. The standards <br />shall also apply to existing development where so stated.
