The gas pipeline will connect to the well
header system in the Waste Management pump house. The refrigeration or
drxing equipment will be installed in the pump house to cool the gas to
40~ F' to provide for the removal of the moisture. The pipeline owned
by the Landfill Board will extend 7200 feet across the landfill property
owned by the City of Anoka down the County Road 57 right-of-way to the
Waltek property and into the Waltek building. Loca.teq in the Waltek
building will be two 85KW generators which will supply Waltek with
approximately 100% of his current electrical needs. We have been informed
by Gene Walters, President of Waltek, that he is now purchasing larger
melting equipment which means that we will not be able to supply lO0~ of
his needs, and he will have to draw from the local utility. Waltek will
be responsible for the maintenance of the generators and the blower or
vacuum system which will be located on his property. Waltek will be
required to run the generators 24 hours a day and sell the excess power
to the utility at a negotiated rate between the utility and Waltek. The
generators will have the capacity to provide 350,000 BTU per hour hot
water heat per generator. The generators may be equipped at Waltek's
expense with a recovery package of approximately $4,200 per unit.
Waltek will pay the Board for gas used by.Waltek to power the generators
an amount equal to 70% of the cost of'that electricity if it had been
provided to Waltek by Anoka Electric Coop rates.

All necessary survey and profile work has been completed by the County's
Highway and Survey Departments. Waste Management has had the tests
completed on the methane gas to determine moisture, content and contaminates.
According to Barr Engineering, the results of the tests indicate that
the moisture must be discharged at the landfill through a refrigeration
or drying process.

Bart Engineering is now working on a preliminary draft of the plans and
specifications which should be completed by Thursday, July 28th. Barr
is also reviewing cost of refrigeration or drying systems at the landfill
and maintenance requirements of methane gas engines and generators.

I have attached an updated schedule for completion. We are running
approximately two weeks behind the schedule we provided to you two weeks
ago. The delays are due to the proper disposal of the condensate both
from an engineering and.PCA perspective. We anticipate securing a price -
on this equipment and having the preliminary plans completed by July
29th.
