I <br /> <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Planning and Zcming Commissionmembe~s <br /> <br />City Administrator <br /> <br />Administrator's Report for October 1983 <br /> <br />1) The following is hereby submitted on planning and zoning items that went before the <br />City Council on October ZS, 1983: <br /> <br /> a) Mr. and Mrs. James Chapman's request for a conditional use permit - The Chapman's <br />withdrew their request for their own reasons. <br /> <br /> b) Request for concept approval for Pondvale Estates Second Addition - Council approved <br />of not having a public hearing on Pondvale Estates Second Addition. <br /> <br /> c) Filling of the vacated position on the Planning and Zoning Commission created by <br />the resignation of Mr. Robert Isakson - The Council acted on this by appointing Mr. Terry <br />Hendriksen to fill that position. <br /> <br />Z) Other Information - The following is submitted for your information: <br /> <br /> a) City's Environmental Ordinance - This ordinance encompasses the City's critical area <br />and wetlands and was reviewed by the Planning and Zoning Commission and adopted by the <br />Council. DNR now states that the ordinance does not encompass some of their regulations, <br />and accordingly are stating that the City will have to amend it to reflect regulations. <br /> <br />The hang up is that back in 1978 when work commenced on our Comprehensive Plan and <br />critical area, we worked with the Metro Council and Environmental Quality Board (EQB) <br />on this total issue. We completed the critical area and wetlands with the exception of zoning <br />problems which we couldn't get resolved with the City Council. Consequently, we stopped <br />work on this document on the recommendation of the Metro Council and then worked on <br />the Comprehensive Plan to get the zoning issue resolved which we finally did when we adopted <br />the plan. <br /> <br />Then we (City Staff) went back to the Metro Council and EQB to pick up where we left off <br />on the stated ordinance. The net result from these meetings was the Metro Council Staff <br />and EQB Staff gave us several ordinances which they felt covered their requirements and <br />accordingly, we incorporated these items into our ordinance. <br /> <br />Then, this ordinance came back to the Planning and Zoning Commission and then went to <br />Council for adoption which was accomplished. After all of this, the DNR has stated that <br />it doesn't reflect some of their regulations and it has to be amended. <br /> <br />Consequently, we took this issue to Council and they have set up a special Council meeting <br />for November 15, 1983 to meet with the DNR on this issue. So, if you are interested, you <br />might want to attend this meeting. If we amend this ordinance, it will be coming back to <br />the Planning and Zoning Commission. <br /> <br /> b) Upgrading of Magnesium Street NW - This issue is finally getting resolved whereby <br />the City will be picking up Magnesium Street NW as an accepted City street. This has been <br />on the burner for quite a few years. <br /> <br /> <br />
