Commissioner Deemer also stated that he will be abstaining from any voting <br />because of past interest in the property. <br /> <br />Motion by Chairman Peterson and seconded by Commissioner Schneider to <br />recommend the sketch paln for Pondvale Estates Second Addition with the idea <br />of extending 150th Lane to the East property line using a temporary cul-de-sac, <br />that the possibility of a drainage easement be worked out with the adjacent <br />property owner to handle run-off, that the park fee has been paid and that <br />this recommendation is contingent upon necessary administrative items being <br />completed. <br /> <br />Further Discussion: Commissioner Deemer stated that the measuring of the <br />cul-de-sac should have been from the middle of the nearest intersection. <br />City Engineer Raatikka replied that there is a new resolution which states <br />that if there is no other outlet involved, to start measuring from the main <br />road. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman, <br />LaDue and Schneider. Voting No: None. Abstain: Commissioner Deemer. <br />Absent: Commissioner Kennen. <br /> <br />Planning Commission noted that if a drainage easement is agreed to and 150th <br />Lane is continued to the East property line, then the plan will be virtually <br />the same as the Pondvale original plat and will not require preliminary plat <br />approval or a new public hearing. <br /> <br />Case #3: Request To Subdivide Property A~ 953.5 ~est HishwaS #10: <br /> <br />Mr. George Cowles was present and requested from the Commission their recommenda- <br />tion as to the best way to subdivide his property into 3 parcels. <br /> <br />City Engineer Raatikka stated that this situation could qualify for a PUD. <br /> <br />Chairman Peterson informed Mr. Cowles that a PUD (Planned Unit Development) <br />is used for unique situations where one person would like to control development <br />and it allows freedom from normal platting, street frontage and latitude to <br />sell separate parcels. All easements and rights to trespass are spelled out <br />in an agreement. A PUD would allow Mr. Cowles to custom design the land to <br />fit the needs and the 3 lots would not have to be equal in size. <br /> <br />The Planning Commission recommended that Mr. Cowles have his surveyor contact <br />the City Engineer regarding PUDs. <br /> <br />PLANNING AND ZONING COMMISSION INPUT <br /> <br />The subject of the vacant position on the Commission was discussed. <br /> <br />Chairman Peterson noted that Council discussed this matter at their meeting of <br />September 20, 1983 and the matter was tabled. <br /> <br />Motion by Commissioner Zimmerman and seconded by Commissioner LaDue to reaffirm <br />to City Council Planning and Zoning's recommendation to appoint Mr. Terry <br />Hendriksen to the Planning and Zoning Commission. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman, Deemer, <br />LaDue and Schneider. Voting No: None.
