Computer and Data Processing .Supplement - <br /> <br />Motion by Councilmember Van Wagner to adopt Resolution #83-179 approving <br />the Computer and Data Processing Supplement to the 1984 City Total <br />Budget. (Please refer to resolution file for Resolution #83-179). <br /> <br />Councilmember Reimann seconded the motion for further discussion. <br /> <br />Further Discussion: Councilmember Reimann inquired if these funds <br />would come from a Certificate of Indebtedness and how does the City <br />obtain such a certificate? Councilmember Van Wagner replied that <br />a Certificate of Indebtedness would be used. Mr. Schnelle replied <br />that there is a definite process for obtaining a Certificate of <br />Indebtedness that is set up by the State and the money will not be <br />spent until the Certificate is obtained. Councilmember Sorteberg <br />inquired as to the $35,000 allocated for expert and professional <br />services. City Accountant Moen stated that those funds are not <br />for the training of City personnel; that service is included in the <br />cost of the system. This allocation refers to consultants necessary <br />to train City personnel how to use the computer system in planning <br />areas. Councilmember Sorteberg inquired as to how the City intends <br />to repay this loan. Mr. Schnelle replied that it will come from <br />General Fund, which will mean increasing taxes if the City utilizes <br />a Certificate of Indebtedness. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, <br />Reimann, Schlueter and Van Wagner. Voting No: None. <br /> <br />7. Park Supplement - <br /> <br />Motion by Councilmember Van Wagnerand seconded by Councilmember <br />Schlueter to adopt Resolution #83-180 approving the Park Supplement <br />to the 1984 City Total Budget. (Please refer to resolution file <br />for Resolution #83-180). <br /> <br />Further Discussion: Councilmembers Reimann and Sorteberg noted that <br />there are several items in the Budget that are proposed to be paid <br />for with the Certificate of Indebtedness. Mr.'Schnelle replied <br />that there will be no capital outlay until Council actually approves <br />purchasing each particular item. Council requested of Merle Mevissen <br />if the bids for bleachers included installation. Mr. Mevissen stated <br />that he did not know, that those bids were obtained by Park Commissioner <br />Dennis Donovan. Councilmember Reimann noted that installation costs <br />are high and the City should start calling upon the citizens to <br />donate'time and labor to install park equipment. Councilmember Reimann <br />also noted that bleachers are not a necessity and that $6,000 should <br />be eliminated from the budget. Mayor Gamec and Councilmember Van Wagner <br />noted that if that $6,000 was eliminated the resolution regarding <br />Revenue Sharing would also have to be amended. Council consensus is <br />to adopt the motion and supplement as is. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, <br />Reimann, Schlueter and Van Wagner.
