Voting Yes: Chairman Heitman, Commissioners Sieber, Titterud, <br />Data, Greenberg, Bauerkemper Lichter. Voting No: None. Commission consensus <br />is to strike from punchlist. <br /> <br />Commission Sieber stated that he feels the City budget <br />should be adopted by ordinance to insure the citizens <br />a voice in the budget by way of initiative and <br />referendum, but that it seems budget fall under the <br />administrative category and should be done by <br />resolution. State informs us that it is a gray area <br />and has not been tested. <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner <br />Buchanan to revise Section 7.06.01 so that budgets will <br />be adopted by ordinance, to change all references to <br />resolutions to ordinances in Section 7.07, to change all <br />references to resolutions to ordinances in Section <br />7.08. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, <br />Commissioners Sieber, Buchanan, Bauerkemper, Lichter <br />and Greenberg. Voing No: Commissioner Titterud. <br />Abstain: Commissioner Data. Absent: Commissioner <br />Gamec. <br /> <br />I <br />I <br />I <br /> <br />Commissioner Sieber stated that he is on record as <br />voting 'yes' to the previous motion but the Commission <br />should still obtain a reading on this section because <br />the Commission is aware that it is a gray area. <br /> <br />Motion by Commissioner Buchanan and seconded by <br />Commiss$oner Sieber to submit Chapters 7.06.01 through <br />7.08 to the Attorney General's office for a legal <br />opinion. <br /> <br />CC/September 22, 1983 <br /> Page $ of 8 <br /> <br /> <br />
