Administrative Responsibility. The council, as a body, shall be <br />responsible for the administration of the city. The council shall appoint an <br />administrative officer to assist in the administration of city affairs. For purposes <br />of reference in this charter, this administrative officer shall be referred to as the <br />clerk-administrator. <br /> <br />Section 6.02. Administrative Organization. <br /> <br /> 6.02.01. The council may by ordinance establish city departments, offices <br />and agencies and prescribe their functions. No power or duty conferred by this <br />charter upon a particular office or agency shall be transferred to any other. <br /> <br /> 6.02.02. The city council shall hire heads of departments, and such <br />other and further officers and personnel as may be required to operate the city <br />efficiently. The council shall determine the qualifications thereof and prescribe <br />the duties to be performed by each, except as otherwise prescribed in this charter. <br /> <br /> 6.02.03. The heads of departments and other officers designated by the <br />council shall report in person to the council and to the public at least once each <br />quarter at a regularly scheduled council meeting. <br /> <br />Section 6.03. Duties of the Clerk-Administrator. <br /> <br /> 6.03.01. The duties of the clerk-administrator of the municipality shall <br />include the duties of the clerk in a statutory city. The clerk-administrator shall <br />give the required notice of each regular and special election, record the proceedings <br /> <br />thereof, notify officials of there elections or appointments to office, certify to <br /> pg.6-1/2 <br /> <br /> <br />
