I <br />I <br />I <br />I <br />! <br /> <br />Mr. Berg replied that 6 of the lots, in the area of 170th~ were assessed for <br />improvements as 2% acre lots and the remaining total acreage of the PUD allowed <br />for the balance of the residential lots planned. Councilmember Sorteberg <br />questionned the fact that no park fee is going to be required. Mr. Berg replie4 <br />that the PUD ordinance states that that much open space ~nishes the park fee. <br />Councilmember Sorteberg stated that he could go along with that if it were a <br />park for all children to enjoy. Councilmember Schlueter noted that including <br />City park land in the PUD would be better use of that land than it's present <br />use. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Councilmember Schlueter inquired as to irrigation plans for the golf course. <br /> <br />I <br />I <br />I <br />I <br />i' <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Dom replied that there will be an underground automatic irrigation system <br />with water coming from a deep well. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to grant <br />preliminary approval of Rum River Hills PUD based on the findings of fact and <br />also on the Planning and Zoning Commission action taken on August 2, 1983 in <br />which they granted preliminary approval of said PUD. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #4: P~consideration Of Public Utility Assessment Ordinance (Sanitrar~ <br /> Sewer! Waterr Storm Sewer and Streets): <br /> <br />Mr. James Martin - 3740 Union Terrace Lane - Plymouth - Stated that he has <br />reviewed the proposed amendments to the assessment ordinance and encouraged <br />Council to adopt those amendments. Mr. Martin stated that landowners of <br />Ramsey property continue to pay taxes to educate the children of the community <br />and now the landowners need the help of Ramsey in order to be able to develop <br />that property -- we need sewer and water. <br /> <br />Dick Sieber - Marmoset - Stated that council is aware of the opinion of the <br />residents and appealed council to reconsider; not necessarily going all the <br />way back to requiring 100% of the developer but certainly not going with <br />15%. <br /> <br />Mayor Gamec pointed out that the amendments proposed allow for flexibility and <br />that the City still could require 100% of the developer. <br /> <br />Mr. Si~ber replied that that is a pretty em?ty possibility. <br /> <br />Mayor Gamec noted that an Ad Hoc Committee was appointed and the City has <br />conducted numerouse meetings regarding the Public Utility Assessment Ordinance <br />and he now feels that the City has come up with an ordinance that is workable <br />and allows for regulation of expansion of utilities and that it is a document <br />that can be lived with for the life of the City. <br /> <br />I <br />I <br />! <br /> <br />Mr. Berg stated that after discussions with Mr. John Lillja, he is recomending <br />a couple of wording changes: <br /> <br />Section 170.039D, Paragraph (4): Delete - "The IPA shall consult with the <br /> <br />C/August 23, 1983 <br /> Page 9 of 20 <br /> <br /> <br />
