Section 12.08: <br /> <br />Commission consensus is to use Section 12.08 of the Mounds View Charter as <br />a model.': <br /> <br />Commission consensus is that Section 120.8 will read as follows: 'City <br />to succeed to rights and obligations of former City. The City shall <br />succeed to all the property, rights, and privileges, and shall be subject <br />to all legal obligations of the former City.' <br /> <br />BB. Preparation of Chapter 12, Section 12.09: <br /> <br />Commission consensus is to use Section 12.09 of the Mounds View Charter as <br />as model. <br /> <br />CC. Preparatioq of Chapter 12~ Section 12.10: <br /> <br />Commission consensus is to use Section 12.10 of the Mounds View Charter <br />as a model. <br /> <br />Chairman Heitman stated that the Charter Co~mission has written a good <br />charter that Council must follow and conducting an election for mayor <br />and councilpersons {mmediately after the charter is adopted should not <br />be necessary. <br /> <br />Commissioner Bauerkemper stated that she has received input that if the <br />Charter goes to a ward system, there should be an election after the <br />charter is adopted. <br /> <br />Commissioner Data stated that the purpose of the charter is not to <br />replace Council but to give them a better working tool. <br /> <br />Commissioner Sieber abstained from any opinion. <br /> <br />Commissioner Data stated that this Commission should decide whether or <br />not to construct the charter with going to a ward system prior to the <br />public hearing and if the charter does go with a ward system this section <br />will need some remodification. <br /> <br />Commissioner Gamec stated that if by this charter, the current Council is <br />wiped out, it will put a negative on selling the charter. <br /> <br />Commissioner Sieber stated that the decision whether or not to go to a <br />ward system should be made after the public hearing. <br /> <br />Commission consensus is to adopt Section 12.10 as is and a final decision <br />can be made after the public hearing. <br /> <br />DD. Preparation of Chapter 12~ Section 12.11: <br /> <br />C~,,dssion consensus is to use Section 12.11 of the Mounds View Charter as <br />a model. <br /> <br />EE.
