Chairman Heitman noted that Ham Lake differs from Mounds View significantly, and stated that if the Comission is looking to control the way the public's money is s~ent, that control must be obtained before it becomes a part of the City budget and that the Co~nission must be sure that what they write isn't prempted by State law. Commission consensus is that Chairman Heitm_n contact the office of the Attorney General regarding the State's ~efinition of 'ordinance' and that this issue be placed on the Commission punchlist. Motion by Commissioner Titterud and seconded by Commissioner Si. bet to recess Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Titterud, Si,bet, Buchanan, Bauerkemper, Lichter and Gamec. Voting No: None. Absent: Commissioner Greenberg. The Charter Commission recessed at 9:23 p.m. Chairman Heitman called the meeting back to order at 9,32 p.m. I. ~re~aration Of Cha~ter 6; The Commission agreed to use Mounds View Chapter 6 as a core model for this section with the following change: Section 6.04 will become Subdivision 22 of Section 6.03 and Section 6.04 will be changed to read the same as Ham Lake's Section 6.03. The Commission agreed that copies of Chapter 6, as amended and adopted, will be forwarded to City Staff for their review and input and further that this input be provided to Charter Com~ssion by September 8, 1983.
