I <br />m <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />,I <br /> <br />APPROVAL OF COMMISSION MINUTES <br /> <br />Motion by Commissioner Ippel and seconded by Commissioner Patz to approve the <br />Airport Con~nission meeting minutes dated August 30, 1983. <br /> <br />Motion carried. Voting Yes: Acting Chairman Greenberg, Commissioners Morrow, <br />Siebert, Ippel, Donovan and Patz. Voting No: None. Abstain: Commissioners <br />Moen and Sieber. Absent: Commissioner Soderholm. <br /> <br />ELECTION OF OFFICERS <br /> <br />Motion by Commissioner Patz and seconded by Commissioner Morrow to nominate <br />Commissioner Greenberg as Chairman of the Airport Commission. <br /> <br />Further Discussion: Commissioner Greenberg stated that there is a conflict <br />because he is a stockholder in the Industrial Park, he is Chairman of Ramsey <br />EDC, but if the rest of the Con~nission members feel that he is the most <br />qualified, he will not shirk the duty. Commissioner Sieber inquired if <br />Commissioner Greenberg feels that there is a conflict of financial interest <br />involved with the potential possibility of reconm~nding City purchase the <br />airport? Commissioner Greenberg replied that the whole industrial park <br />was a community endeavor and there are and have been some tough times because <br />of taxes and the airport can no longer sustain itself as privately owned. <br />Commissioner Greenberg further commented that he is interested in aviation <br />and he feels an airport is important to the community and he feels that if <br />Ramsey loses this airport, there will never be another. Commissioner Sieber <br />stated that there are rumors that the Airport Commission consists of those <br />persons who have a financial interest in it and will push the project through. <br />Commissioner Ippel replied that the rumors are from the same people who <br />circulated bad petit~,ons during the last airport issue. Commissioner Sieber <br />stated that he was one of those persons circulating petitions during the <br />last airport issue and that his petition made no false statements. Commissioner <br />Ippel relied that most people tend to reject change because they are not <br />aware of the potential benefits -- it is a matter of educating and communicating <br />with the people. Commissioner Donovan stated that it would be in the best <br />interest of the Commission that Commissioner Greenberg not serve as Chairman <br />based on the fact that Commissioner Greenberg does have monetary interest in <br />the airport and that he already serves as Chairman of EDC. Commissioner <br />Siebertstated that one of the major tasks of this Commission will be public <br />relations and the conflict of interest issue can be overcome if Commissioner <br />Greenberg is appointed by a unanimous vote and with the full support of the <br />Commission. Commissioner Sieber stated that he does not have a problem with <br />anyone chairing this Commission if the intent of the Commission is to honestly <br />and objectively study this issue. Commissioner Sieber stated he is representing <br />the negative side to the issue, that he fought very hard against the last <br />airport issue and most of the residents are aware of that fact and convincing <br />him that the airport project will benefit the City won't do the Commission <br />a~y harm. Commissioner Morrow stated that Commissioner Greenberg is too pro <br />airport and Commissioner Sieber is too negative and Commissioner Ippel would <br />be a more neutral choice. <br /> <br />Commissioner Sieber made a motion to nominate Commissioner Ippel as Chairman <br />of the Airport Conlnission. <br /> <br />When asked, Commissioner Moen stated that she is not interested in serving <br />as Chairperson, that she wishes to remain as neutral as possible. <br /> <br />AP/September 2~, 1983 <br /> Page 5 of 8 <br /> <br /> <br />
