In this letter we briefly <br />outlined our concerns, our offer of assistance and the areas of service <br />we could cover. We will enclose a copy of this letter in case the <br />council has not yet had a chance to read it. <br /> <br /> O~r basic concern is the quality of the plan. Because our agency <br />deals specifically with the soil and water resources of this county, we <br />want to be of service in that area. We have technical information on soil <br />and water erosion, sedimentation, flood, drainage, water quality land use .~ <br />and other areas of dealing with soil and water resources. Our plan is to <br />hire an Administrator/Conservation Specialist, a Soil Scientist, and a <br />Conservation Technician to deal solely ~th the Water Management Organizations <br />in the county in the development and implementation of the Surface Water <br />Management Project. We are looking at three individual Water Management <br />Organizations in the county that our new staff would divide their time among <br />each, thus be kept consistently busy for far less cost that each Water <br />Management Organization hiring their own f. ll time staff people to do this <br />type of technical work. This project will produce many work fluctuations, <br />our staff will be working with all three Water Management Organizations <br />according to their particular level of activity, thereby creating a very <br />cost efficient labor force. <br /> <br /> The cost of this staff will be relatively nominal to each Water Manage- <br />ment Organization, hence even less when again divided among each city or <br />to~mship's tax base. Each Water Management Organization is looking at an <br />approximate cost of $16,033 - $19,000 annually, then again apportion that <br />among the cities and/or to~v, zhipz within th~ Water M~usgenent Organization <br />and the cost becomes very nominal.
