Divide evenly among three .Water Manage- <br />ment Organizations at a cost of $18,8~D; divided among say six <br />cities or towns at a cost to each city or town's tax base of $3,133. <br /> <br />It would be difficult for each Water Management Organization to hire even <br />one technician, full time, on this amount of money; when in fact you would <br />be served by a Conservation Specialist, a Soil Scientist, and a Conservation <br />Technician. <br /> <br /> We have recently made a request to the county to fund us su~fficiently <br />for the remainder of this year to hire a Conservation Specialist/Administra- <br />tor to begin working with you. Our 1984 budget includes request for <br />additional funds similar to those we've outlined for you. <br /> <br /> The staff that we will be hiring are not intended to replace or take <br />the place of engineering expertise that w~ be necessary to plan such a <br />project. Rather ~ur staff will supplement such expertise of staff engineers <br />and or consulting firms. What we are simply saying is that we are best <br />qualified to advise technically in the area of soil & water conservation, <br />which is a vital aspect of an adequate surface water management plan. We <br />want to work cooperatively with all those concerned to produce and implement <br />an adequately sound project. <br /> <br /> We would ask you the City Councils or Town Boards to send a letter of <br />intent to our Soil and Water Conservation District Board of Supervisors stating: <br /> <br />l) <br /> <br />Your intent to form a Water Management Organization by December <br />31, 1983 or July 1, 198~ with a granted extension; or your intent <br />to be annexed by an existing watershed district (only if applicable); <br />or any other option you have decided to utilize. <br /> <br />2) Your intent to utilize the services provided by your local <br /> Soil and Water Conservation District. <br /> <br />We would appreciate your immediate action on this matter. <br /> <br />Informational Note. <br /> <br />A member of our staff recently spoke to Marcel Jouseau of Metro Council <br />about Water Managment Organization extensions. Extensions will be made <br />aw~lable by extension application before December 31, 1983 granted to <br />July 1, 198~. The development of the~informal criteria to be used in <br />Judging the applications will be formulated during October and should <br />be available upon request near the end of October. <br /> <br />Copies of this letter sent to the follo~ing City Councils or Town Boards: <br /> <br />Columbia Heights ComnRapids Andover E.
