D. The license fee the first year of operation ~ll be prorated from the effective <br /> date of the license. <br /> <br /> E. In the event that the County Board denies a license application or renewal <br />~ appllcation~ the yearly license fee shall be returned to the applicant. <br /> <br /> Subsection I0. The owner of the site or facility shall place of record on instrument <br />with the County Recorder or Registrar of Title, as applicable, in a form prescribed by the <br />Department Placing the public on notice of the existence and location of the site or facility <br />and of the obligation~ pioced upon parties holding an interest in the property and the <br />restrictions which may affect the use of property. If the owner fails to file or record such <br />on instrument promptly upon request of the County, the operator shall do so. The County <br />may require oclditional instruments to be placed of record if clxz~ges occur in location, <br />obligations~ or use restrictions, or if the County ~letermines that modification of the initial <br />instrument is necessary. <br /> <br /> Subsection I. After receiving an application for a license to operate an intermediate <br />or final solid waste facility, the County Board shall have ~0 days to issue or deny the <br />license. Failure of the County Board to act on an application within 90 days shall constitute <br />a denial. A denial shall be without prejudice to the applicant's right to file a further <br />applicatio~. <br /> <br /> Subsection 2. All of the provisions of the Anoka County Administrative Procedures <br />Ordinoncet Ordinance No. 79-I, d~all apply as if fully set forth herein, u~less inconsistent <br />with the provisions of this ordinance. <br /> <br /> SECTIC)t4 W. DUTIES OF TIE C~IVE I-f_ALTH BOARD AbE) T1-E <br /> DEPARTMENT OF COMPREHENSIVE I-EALTH. <br /> <br /> Subsection I. The Department under the supervision of the Board shall be responsible <br /> fo~ the admiqistration of this ordinance. Its duties shall include but not be limited to the <br /> following: <br /> <br /> A. To encouroge ~ conduct studies, investigations, and research relating to <br /> aspects of solid waste disposal such as methodology~ chemical and physical <br /> considerations, and engineering. <br /> <br /> To advise, consult, and cooperate with other governmental ogencies and <br /> furtherance of the purposes of this ordinance. <br /> <br /> SECTION V. SANITARY ~IU- CONSTRUCTION REQUIRF_MENTS <br /> <br /> Subsection I. The following shall be established, constructed, or provided for at <br /> sanitary landfill site or facility <br /> <br /> A. Sanitary facilities and shelters; <br /> <br /> 13. Electrical service for operations and repairs; <br /> <br /> C. Firefighting facilities adequate to insure the safety of employees; <br /> <br /> D. Emergency first aid equipment to provide odequate treatment for accidents, <br /> including those resulting from hazardous crud toxic wastes; <br /> <br /> El Potable water for site personnel; <br /> <br /> F. Adequate facilities to insure that no vehicle desiring entry into the site may <br /> have to wait outside the perimetes' of the sonita~/landfill site; <br /> <br /> G. A telephone shall be provided; <br /> <br /> The site shall be fenced ~ a gate shall be provided at the entrance to the site <br /> and kept locked when on attendant is not on duty;, <br /> <br /> I.
