At the Co~mty BoarcPs discretion a ground and surface water monitoring system <br /> may be required at the licensee's expense; <br /> <br />Mo <br /> <br />Vlsual screening, where necessa~, adequate to reduce visibility of above grade <br />ol~eratlons from housing or public right-of-ways shall be provided. The extent <br />and location of said screening shall be reviewed and altered to meet changing <br />conditions in the c~eration of the site or facility; <br /> <br />N. Suitable disposal facilities shall be provided for individuals who wish to transport <br /> and dispose of their own solid w~ste. <br /> <br /> Subsection 2. A Sanitary Landfill shall be o~erated pursuant to the following <br />procedures: <br /> <br />Ae <br /> <br />Open burning of solid waste is prohibited. No scavenging shall be allowed. <br />Salvaging shall be allowed only if specifically set forth in the license and <br />application therefore and then only if salvaged materials are daily removed from <br />the premises or placed in on approved rodent free and rodent proof device or <br />building. Animal feeding within the site is prohibited. <br /> <br />B. Putrescible wastes shall nat be deposited within five (5) feet above the highest <br /> known water table at the landfill site. <br /> <br />C. A minimum sep~ating distance of twenty (20) feet shall be maintained between <br /> the disposal operation and the adjacent property line. <br /> <br />De <br /> <br />Ualooding of solid waste shall be confined to as small an area as practicable. <br />Arrangements shall be mode to co, fine possible windblown material within the <br />unloading area. At the conclusion of each clay of operation, windblown material <br />resulting from the operation shall be collected ¢~nd returned to the area by the <br />lices~ee, including that along public and private access routes. <br /> <br />Eo <br /> <br />Solid waste shall be compocted as densely as practicable and covered after eoch <br />day of operation with a compacted layer of at least six (6) inches of suitable <br />cover material. <br /> <br />Fo <br /> <br />Surface water drainage shall be diverted around the landfill operating area. <br /> <br />Putrescible materials which have reached a foul state of decay or composition, <br />such as spoiled food and animal carcasses, shall be immediately covered and <br />compacted. <br /> <br />Ho <br /> <br />Control of vectors such as rodents and flies and of odors, dust, windblown <br />material and other potential public nuisances shall be sufficient to prevent or <br />eliminate any public nuisance. The licensee at his own expense, shall engage a <br />qualified exterminator or pe~t control ocjency acceptable to the Departrne~t to <br />inspect the landfill on at least a monthly basis and perform any necessary <br />eradication. A copy of each inspection report shall be sent to the Deportment <br />immediately by said exterminator ar pest control acjet~T.. <br /> <br />An attencket shall be on duty at the site at all times while it is o~en for public <br />use. Unloading of refuse shall be continuously supervised at the working face of <br />the landfill. <br /> <br />J.
