The final cover of the filled area shall be seeded with native grasses ar other <br /> suitable vegetation immediately upon completion of final cover application, or <br /> Immediately in the spring on areas finished during winter conditions. If <br /> necessary, seeded slopes shall be covered with straw or s;milar material to <br /> prevent erosion. Appropriate seeding, turf davelopment c~d turf maintenance <br /> practices shall be used in order to establish adequate turf. <br /> <br /> M. The licensee shall o~ce~t all solid waste offered for disposal during the posted <br /> hours of opdration which may b~ legally and reason~ly disposed of at the site. <br /> Vehicles such as automobiles ~ trucks are not oo~sldared reasonable items for <br /> disposal, but when accepted must be crushed prior to disposal. <br /> <br /> No solld waste disposal facility shall be opened for use and shall not receive soJicl <br /> waste deposits before 6:00 A,M. or after 8:00 P.M.i and no equipment operation <br /> shalJ commence before 6:00 A.M. ar co¢~tJr~e after I~00 P.M4 and al! soJJd <br /> , waste deposits s~all be covered by 10~0 P.M. on the day received. <br /> <br />O. Prior to September I of each year, the licensee shall submit to the Department <br /> for its c~c~'ovai, plans for providi .ng earthen cover during winter operation. <br /> <br />P. The licensee shall maintain the site ~ all access roads free of litter. The <br /> licensee shall take measures to prevent litter from blowing onto and/or <br /> accumulating on real estote edjacent to the landfill operation. <br /> <br /> Accurate daily records of site operations shall be maintained. These records <br /> shall contain informatio~ pertinent to site operation. Intake of solid waste in <br /> tons or cubic yards shall be daily recorded in the manner acceptable to the <br /> Deportment. General areas in which a particular type of solid waste disposal <br /> takes place within the landfill shall be filed. These recmds shall be available at <br /> all times far review and inspection by the IDepartment. <br /> <br />R. The fill and trench areas are prohibited within shoreland areas. <br /> <br /> Subsection 3. Disposal of bulky waste in a sanitary landfill is conditioned upon the <br />following requirements: <br /> <br />A. Trees and branches of ~rees shall be reduced to the smallest size that is practical <br /> and buried in the manner of any other soJid waste. <br /> <br />B. Leaves shall be treated as any other solid waste. <br /> <br /> Subsection 4. The licensee of the sanitary landfill is responsible for adequate fire <br />protection o~ the site. Adequate firefighting equipment shall be available at all times on <br />the site or the licensee shall furnish the Department with proof of o firefighting agreement <br />between the licensee and fl~e local fire protection agent7 to immediately acquire its <br />services when needed. <br /> <br /> Subsection 5. The licensee and the owner and any successors in interest shall be <br />responsible for site closure foe a period of time ending five years after completion of the <br />requirements Jn Subl:x:lragrap~s A4-t have been al)proved by the County. In addition to the <br />requirements established by the State of Minnesota, the Metropolitan Council, the approved <br />closure plan, the license conditions established by the County Board, and any other duties <br />imposed by law, the following octions shall be taken by the licensee and the owner and any <br />successor in interest to accomplish site closure for all sites ~ facilities which have not <br />received approval from the County es having completed closure requirements prior to <br />October I, ID83, unless otherwise specified by the County Board: <br /> <br />ke <br /> <br />Notice shall be provided to the Dep~tm~t at least ni~ety (90) days prior to <br />cessation of landfilling activity indicating the licensee's planned closure date end <br />arrangements far compliance with this policy.
