Regular customers of the Ic~filt shall be notified in writing not less than sixty <br /> (~0~ days prior to cessation of landfilling activity of the site's closure date and of <br /> Qlternative disposal sites. This notification of regular customers shall be <br /> repeated not less thru thirty (30) days prior to cessation of landfill octlvity and <br /> again upon cessation of Iondfilling activity. <br /> <br />C. A sign ~hall be posted at the site gate and gate attendant's window sixty (60) <br /> days prior to, and until [20 days after cessation of [(~qdfJi]Jng activity indicating <br /> the date of closure and alternative disposal sites. <br /> <br />Ge <br /> <br />Ne <br /> <br />Notices shall be published in all newspapers serving Anoka County indicating the <br />projected date of site closure and the location of alternative disposal sites. <br />These notices shall be published at least ~xty ((~0] and no more than ninety (~)) <br />days, ~ at least thirty (30) and no more than sixty (60) days prior to, and again <br />upon cessation of landfilling octivlties. <br /> <br />Upon cessation of Iondfilling activity, oocess to the landfill shall be restricted by <br />the use of gates~ fencing, or other appropriate means to eliminate further <br />utilization of ffm site for the disposal of solid wastes or trespass. <br /> <br />Upon cessation of landfilling activity, provide the Department with the name, <br />address, and telep~ane number of the person responsible for the facility during <br />the post-closure period. <br /> <br />The surface of the area used for solid waste dlspo~l shall be covered with at <br />least two ~ one-half (2 I/2) feet of final cover in accordance with Subsection <br />2.K., ~ al~roved closure plan, ced license conditions. The surface of the area <br />used foe. solid waste disposal s~l] be graded to provide drainage off of the filled <br />area. Surface water shall be diverted mour~d filled areas ~ arrangements mode <br />to prevent erosion. Said final cover application ~ grading shall commence no <br />later ~ thirty (30) days prior to, and be completed no later than thirty (30) <br />days following, cessation of londfilling activity. When this activity has been <br />completed, the Department shall be notified ~ allowed access to the site in <br />order to inspect the final cover. <br /> <br />Within sixty (FAO) clays after the site or facility has ceased to accept wastes anti <br />following Department approval of final cover, the finished surfaces shall be <br />seeded, mulched, and fertilized in accordance with Subsection 2.1_, the approved <br />closure plan, and license conditions. <br /> <br />Adequate turf shall be established in oil areas of the site or facility. <br /> <br />The placement of final cover and seeding activities rrcy be delayed in the event <br />of adverse weather conditions provided that in this event short-term erosion <br />control measures stroll be instituted to protect the surface area from erosion ~cl <br />that the work delay has been approved by the Defxu-tment. <br /> <br />Commencing when a site or facility ceases to accept wc~stes~ the requirements of <br />Subsection 6 shall be performed. <br /> <br />Upon completion of the landfill closure activities required in Subparagraphs A-ii <br />the Delx~rtment shall be provided with certification by a qualified registered <br />professional engineer that the landfill has been closed in accordance with the <br />approved plans, ordinance, and license conditioe~s. Said certification shall be <br />submitted no later than sixty (~0) days following completion of said landfill <br />closure activities. <br /> <br />A detailed description of the completed landfill site shall be submitted to the <br />Department prior to approval of the final condition of the landfill. This <br />description shall include the general type, quantity md location of deposited <br />solid waste, the depth of waste fill, original ~ final terrain descfiptions~ and <br />other pertinent characteristics of the completed s~qitary landfill site. <br /> <br />The final condition of the closed landfill shall be approved by the County. Such <br />inspection md approval shall not occur until after the Department has received <br />the certification required in Subp~agraph L. <br /> <br />-II- <br /> <br /> <br />
