Regular customers of the Ic~filt shall be notified in writing not less than sixty (~0~ days prior to cessation of landfilling activity of the site's closure date and of Qlternative disposal sites. This notification of regular customers shall be repeated not less thru thirty (30) days prior to cessation of landfill octlvity and again upon cessation of Iondfilling activity. C. A sign ~hall be posted at the site gate and gate attendant's window sixty (60) days prior to, and until [20 days after cessation of [(~qdfJi]Jng activity indicating the date of closure and alternative disposal sites. Ge Ne Notices shall be published in all newspapers serving Anoka County indicating the projected date of site closure and the location of alternative disposal sites. These notices shall be published at least ~xty ((~0] and no more than ninety (~)) days, ~ at least thirty (30) and no more than sixty (60) days prior to, and again upon cessation of landfilling octivlties. Upon cessation of Iondfilling activity, oocess to the landfill shall be restricted by the use of gates~ fencing, or other appropriate means to eliminate further utilization of ffm site for the disposal of solid wastes or trespass. Upon cessation of landfilling activity, provide the Department with the name, address, and telep~ane number of the person responsible for the facility during the post-closure period. The surface of the area used for solid waste dlspo~l shall be covered with at least two ~ one-half (2 I/2) feet of final cover in accordance with Subsection 2.K., ~ al~roved closure plan, ced license conditions. The surface of the area used foe. solid waste disposal s~l] be graded to provide drainage off of the filled area. Surface water shall be diverted mour~d filled areas ~ arrangements mode to prevent erosion. Said final cover application ~ grading shall commence no later ~ thirty (30) days prior to, and be completed no later than thirty (30) days following, cessation of londfilling activity. When this activity has been completed, the Department shall be notified ~ allowed access to the site in order to inspect the final cover. Within sixty (FAO) clays after the site or facility has ceased to accept wastes anti following Department approval of final cover, the finished surfaces shall be seeded, mulched, and fertilized in accordance with Subsection 2.1_, the approved closure plan, and license conditions. Adequate turf shall be established in oil areas of the site or facility. The placement of final cover and seeding activities rrcy be delayed in the event of adverse weather conditions provided that in this event short-term erosion control measures stroll be instituted to protect the surface area from erosion ~cl that the work delay has been approved by the Defxu-tment. Commencing when a site or facility ceases to accept wc~stes~ the requirements of Subsection 6 shall be performed. Upon completion of the landfill closure activities required in Subparagraphs A-ii the Delx~rtment shall be provided with certification by a qualified registered professional engineer that the landfill has been closed in accordance with the approved plans, ordinance, and license conditioe~s. Said certification shall be submitted no later than sixty (~0) days following completion of said landfill closure activities. A detailed description of the completed landfill site shall be submitted to the Department prior to approval of the final condition of the landfill. This description shall include the general type, quantity md location of deposited solid waste, the depth of waste fill, original ~ final terrain descfiptions~ and other pertinent characteristics of the completed s~qitary landfill site. The final condition of the closed landfill shall be approved by the County. Such inspection md approval shall not occur until after the Department has received the certification required in Subp~agraph L. -II-
