[GENERAL POW£RS.I The board shall b~ve ail 2 powers necessary and convenient to per£orm and carry out duties 3 and responsibilities set forth in sections I to 6. Such powers 4 include the specific powers enumerated in this 5 Subd. 2. The board shall develop policies and plans for .......................................... ~ .... ; .... 6 scheduling services of the metropolitan channel pro 7 th~ channel through marketing and educational efforts, and 8 eBtablish policies and guldelilles for operations and criteria- 9 for program scheduling, priority use of the metropolitan 10 ch~n~e! shall be given to programs and services of ~nterest Or ll importance to the metropolitan-wide audience. The board shall' ll exercise no control over program conte~ other tha~ that 13 necsflsary to assure that the programs-are of interest or 14 importance to a metropolitan-wide audience~and that the programs 15 comply with applicable legal requirements. 16 Subd. 3. The board may accept gifts, apply for and use 17 gra~ts or loans of money or other property from th~ United 18 States, the state, or any person for any board purpose, and may 19 ent~ into agreements required in connection therewith,, and may 20 hold, use, and dispose of the money or property in accordance 21 with the terms of the gift, grant, 10an, or agre.emeBt re~atinq 22 thereto. .... . :" 23 Subd. 4. The board ~y hire employees on the terms ~t 24 deems desirable a~d may prescribe the terms and conditions of .25 employment including but not limited to the fixing o~ 26 compensation, classification, and benefits. Employees ~f the 27 bo~d shall be members of the Minnesot~ state retirement 28 system. The board shall make the employer's coptributions to 29 peps~on funds of its employees, 30 Subd. 5. The board may .contract for the services 31 COnSUltants to perform engineering, legal, and other services of 32 a professional nature. 33 Subd. 6. The board may enter ~nto negotiations or 34 co~tracts or leasing arrangements and agreements for the 35 distribution of the metropolitan channel signal to metropolitan 36 er~ cable systems.
