[GENERAL POW£RS.I The board shall b~ve ail <br /> 2 powers necessary and convenient to per£orm and carry out duties <br /> 3 and responsibilities set forth in sections I to 6. Such powers <br /> 4 include the specific powers enumerated in this <br /> 5 Subd. 2. The board shall develop policies and plans for <br /> .......................................... ~ .... ; .... <br />6 scheduling services of the metropolitan channel pro <br /> <br />7 th~ channel through marketing and educational efforts, and <br />8 eBtablish policies and guldelilles for operations and criteria- <br />9 for program scheduling, priority use of the metropolitan <br />10 ch~n~e! shall be given to programs and services of ~nterest Or <br />ll importance to the metropolitan-wide audience. The board shall' <br />ll exercise no control over program conte~ other tha~ that <br />13 necsflsary to assure that the programs-are of interest or <br />14 importance to a metropolitan-wide audience~and that the programs <br />15 comply with applicable legal requirements. <br />16 Subd. 3. The board may accept gifts, apply for and use <br />17 gra~ts or loans of money or other property from th~ United <br />18 States, the state, or any person for any board purpose, and may <br />19 ent~ into agreements required in connection therewith,, and may <br />20 hold, use, and dispose of the money or property in accordance <br />21 with the terms of the gift, grant, 10an, or agre.emeBt re~atinq <br /> <br /> 22 thereto. .... . :" <br /> <br />23 Subd. 4. The board ~y hire employees on the terms ~t <br />24 deems desirable a~d may prescribe the terms and conditions of <br />.25 employment including but not limited to the fixing o~ <br />26 compensation, classification, and benefits. Employees ~f the <br />27 bo~d shall be members of the Minnesot~ state retirement <br />28 system. The board shall make the employer's coptributions to <br />29 peps~on funds of its employees, <br />30 Subd. 5. The board may .contract for the services <br />31 COnSUltants to perform engineering, legal, and other services of <br />32 a professional nature. <br />33 Subd. 6. The board may enter ~nto negotiations or <br />34 co~tracts or leasing arrangements and agreements for the <br />35 distribution of the metropolitan channel signal to metropolitan <br />36 er~ cable systems. <br /> <br /> <br />
