These are the City Administrator, Finance Director~ Police Chief and 5 <br />officers, Building Inspector, Assessor, Public Works Superintendent and /~ <br />maintenance people, Deputy Clerk, Accounting Clerk and two support personnel. <br /> <br />Functions: <br /> City Administrator: chief administrative officer and staff for City Council, long- <br /> range budgeting, comprehensive planning and analysis, municipal productivity <br /> and performance, monthly reports <br /> City Accountant: municipal accounting, preparation of annual operating and <br /> capital budgets, fund management, financial analysis and projections, cash <br /> management, investment and bond management, fiscal impact analysis~ special <br /> assessment payment tracking, monthly reports <br /> Police Chief and officers: patrolling of City and response to complaints, <br /> maintenance of master name index from incidence reports~ maintenance of <br /> departmental equipment~ reporting to State <br /> Building Inspector: inspections and file maintenance~ permits, public notification~ <br /> code compliance, licenses, current planning~ monthly reports <br /> Assessor: property appraisal and updating, inspections, property value analysis <br /> and trend-tracking <br /> Public Works Superintendent: street, park and sign maintenance, snow removal~ <br /> response to complaints~ utility maintenance (including future water and sewer <br /> lines), departmental equipment maintenance <br /> Deputy Clerk: writing and/or maintenance of resolutions, ordinances~ minutes, <br /> licenses~ claims, petitions~ hearing notices~ agendas, building records; special <br /> assessment calculations and searches, property owner verification, <br /> correspondence, scheduling <br /> <br />Viii. Although Ramsey does not have the volume of data with which larger <br /> corrrnunities must contend, the City recognizes the value of an integrated <br /> municipal data base. This means that all departmental data must be integrated <br /> and accessible by other departments (with the exception of some Police data), <br /> and that word processing must be able to be integrated with selected data base <br /> information. <br /> <br />2. The data base software must be a data base management system.
