Conditions of Control <br /> <br />I. The proposal accepted by the City will form the basis of the contract between <br /> the City and the successful proposer. <br /> <br />The proposal will specify all costs for the syster~ including but not limited to <br />customization and/or set-up, pre-delivery data entry, installation~ supplementary <br />training, maintenance and servicing. <br /> <br />3. Where possible~ all costs will be broken down to the smallest component to allow <br /> the City to estimate the costs of upgrading the system in the future. <br /> <br />Prices quoted in the proposal must be firm and not subject to any increase <br />within the term of any contract between the City and the proposer as a result <br />of said proposal. Any limits or deadlines must be clearly indicated. <br /> <br />5. All contracts for lease or lease-purchase of any hardware or software <br /> correonents must provide for termination without penalty if the City does not <br /> authorize the expenditure. <br /> <br />All iterm furnished as a resull of this proposal must conform to stated <br />specifications and are subject to inspection and testing before acceptance. <br /> <br />7. To ensure faithful performance of the contract, when the selected vendor enters <br /> into a contract with the City, said vendor will furnish a perf~ bond that <br /> is satisfactory to the City and in the full amount of the contract. <br /> <br />V II. B~kground Information <br /> <br />The City of Ramsey lies in the northwest corner of the metro area, in western <br />Anoka County. It was incorporated in I D7h and had a IDS0 population of 10,093. <br />The City is currently no1 served by metropolitan sewer or water. Metropolitan <br />Council population projections for IDD0 and 2000 are 15,000 and 18,000. According <br />to Metropolitan Council and City estimates~ 7.5% of the land area of Ramsey will <br />have access to public sewer and water by I Cj90 and 15% by 2000. <br /> <br />Orgc~ization ~ Functions <br /> <br />Ceuncih The Rarnsey City Council has 5 members with the Mayor serving as Chair. <br />The Council meets the fourth Tuesday of each month, with special meetings called <br />as necessary. The Council is responsible for Ramsey's total annual budget of <br />$2,512,f~9.
