Rejection Right c~d Evaluation Criteria: The City reserves the right to reject any or all bids and to waive informalities. Proposals may be rejected for failing to comply with the required specifications outlined in this RFP. The City will evaluate proposals based on but not limited to the following criteria. (Note: These are not in priority order. All factors are important and will be considered.) . quality of overall system . flexibility of system to meet short and long term needs . end-user customization ability and prograrrrner independence · ability to upgrade hardware . ability to update software . all costs associated with the proposed system · quality and quantity of training · arrangement for maintenance and service · ability to meet proposed schedule The contract may be awarded to the lowest qualified bidder or in the best interests of the City. Format: In order to be evaluated accurately, proposals must be written to respond to the specifications of this RFP in the order that they are presented herein. Proposals which respond to the specifications in o different order may not be able to be properly evaluated. Proposals must also include the firm name, address and phone number; contact name and phone number; business history; a list of previous installations of data base management systems; and a list of references· Notice: Successful proposer(s) will be notified by December 30, 1983.
