Although the ordinance establish-
ing the Commission spells out certain duties and powers, it is deemed prudent
by this Commission to set forth a clear statement concerning goals and methods
for Anoka in economic development.

BACKGROUND

The Economic Development Commission was established in August 1982 and has held
the following fifteen meetings. .Out of these meetings has developed..,a sense of
direction which is set forth, in this position paper

Oct. 8, 1982
Oct. 22
Nov. 4

Dec. 2
Jan. 6, 1983

Feb. 3
Mar. 3

April 7
April 22

May 5
May 17

June 2

June 16

June 28

Aug. 4

Welcome Luncheon
Reviewed Ordinance Establishing Commission
Established Bylaws; Discussed Economic Develop-
ment Generally
Reviewed Anoka Comprehensive Plan
Studied Anoka Utility Systems.and Comp Plans
for Neighboring Communities
DiScussed Tools for'Economic D~'~loP~e~t
Charles Ruder of,.Sears; P~Sc~p~d F10~plain
Study
Wilbur Dorn on Tax Increment Financing
Pat Pelstring on Economic Development in
Coon Rapids
Discussion of Work Program and Commission Goals
Discussion of Position Paper for Economic
Development
Discussion of Position Paper with City Council
and Chamber representatives
Discussion of role of local development corpora-
tion; adoption of Position Paper
Economic Development Forum; Position Paper
positively received
EDC recommended Position Paper to City Council

FINDINCS (What is our current situation?)

Anoka has had the good fortune to enjoy a relatively stable economy for over
130 years. Our assets include having several major industries, being the County
seat, and being a historic and identifiable town on the two rivers. On the other
hand, Anok;~ has lost much of its regional influence and the economy of the City
is more complex and less stable due to outside influences of regional shopping
centers and fl~ctuations in national and international markets. Within this
environment, protection of the City's tax base is in the public interest.
