MINNESOTA STAR CITIES~PROGRAM <br /> <br />Minnesota communities hold the potential for significant economic ~evelop- <br />ment opportunities. These opportunities can be achieved through the active <br />participation by citizens at the local level in the design and implementation <br />of COnTnunity based economic development programs. To assist cities in this <br />endeavor, the Business Development Division of the State of Minnesota <br />designed the Minnesota Star Cities Program. The program helps communities <br />to construct organized strategies for dealing with everchanging economies. <br /> <br />Communities who participate in ahd complete the requirements of the program <br />are officially designated by the state as a "Minnesota Star City for Economi~ <br />Development." Star Cities receive an award as well as supplemental technical <br />assistance from the Business Development Division to achieve their economic <br />development goals. To r~ceive designation, a community must meet the <br />following requirements. <br /> <br />Establish an organization which will be charged with designing and <br />implementing an economic development program for the community. <br />The charge must be conferred upon.the organization by resolution <br />of the local unit of government. <br /> <br />Form a local development corporation. ~-. <br /> <br />Research and assess the community's characteristics and assemble all <br />collected data into a community profile. ~ <br /> <br />Complete a five year plan 'and strategy for economic developmentin <br />the format prescribed by the Business Development Division. <br /> <br />Complete a one year work program for the economic development ~ <br />organization which is linked to the five year economic development <br />plan. <br /> <br />! <br /> <br />Complete a video presentation on the community to be used to market <br />the community to prospective industrial and commercial businesses. <br /> <br />Collect complete labor information on the community and the~area in <br />which it is located. ~ <br /> <br />., Complete a five year capital improvement plan. <br /> <br />Complete a comnunity fact booklet. <br /> <br />Complete an annual survey of industry presently located in the <br />community to determine expansion/relocation plans and the business <br />community's legislative concerns. <br /> <br />m <br /> <br />Organize a marketing team whose function is to serve in the <br />capacity of representing and marketing the community to industrial <br />and commercial business establishments. A written and oral <br />examination must be taken by the marketing team. The examination <br />involves the development and presentation of a proposal to a <br />prospective industrial client. The proposal is-evaluated by the <br />Business Development Division for its effectiveness and complete- <br />ness. The proposal must receive a satisfactory rating before the <br />community will be designated as a "Minnesota Star City for Economic <br />~p~lnnm~nt." <br /> <br />L <br /> <br /> <br />
