-2- <br /> <br />In addition, two public meetings on these policies were held in late August. <br />Based on comments made at these meetings, a number of changes have been made in <br />the document: <br /> <br />t) <br /> <br />Policy D - the text was clarified to demonstrate the Council does <br />not intend for this policy to discourage communities from <br />planning for business development (see paragraph following Policy <br />D, page 9). <br /> <br />2) <br /> <br />Implementation - a new section has been added to the document <br />discussing the Small Business Administration {SBA) 503 and <br />industrial revenue bond {IRB) programs Ibegins on page t5). <br /> <br />3) <br /> <br />Financing Programs - the SBA 503 and IRB program guidelines are <br />intended to be adopted as a part of the policy document. The <br />programs will not be implemented qmedi~ately, however. They will <br />be implemented only when enough'~intere~t has been generated to <br />make them work effectively.
