I <br />I <br />i <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Economic Development Commission's Position Regardi.n~ Public Utilities: <br /> <br />Susan Beale submitted copies of an article regarding estimate property taxes in <br />metro communities compiled by Citizens League and published in the Minneapolis <br />Star and Tribune. Mrs. Beale stated that the article proves that Ramsey's <br />taxes are lower than those of property owners indeveloped (sewer and water) <br />areas. ~ .. <br /> <br />Commissioner Cox stated that such articles are out of perspective and .never tell <br />the whole story. The communities with the higher'taxes are those..which are~ <br />trying..to'.provide:alllthe services, the public and industry are demanding. We <br />cannot make decisions according to the figures in the article without knowing <br />the background of these figures, and to do so would be absolutely erroneous. <br /> <br />I <br />! <br /> <br /> Commission and~audience discussed some of the examples sited in the article. <br /> Commissioner Sentyr~ stated that it.recently .came to his attention that there <br /> is a SAC charge whether you'have sewer or not, <br /> <br />-Commissioner Cox-replied that that.informa'tion'was correct and that it affects <br />development in,Sewer Service Di'strTct #3 in Ramsey. <br /> <br />Art RaudiO - Inquired if an economi~ study has been performed regarding sewer <br />and water in Ramsey <br /> <br />Mr. oSchnellestated that'an economic study as. not been.~prepared and the <br />Commission should appoint a member to address the issue of economic impact- ' <br />at the public forum to'be held April 19, 1983 at Ramsey Elementary School. <br /> <br />Jeanne'Schlueter inquired that"if.a Commission member addresses economic <br />impact'at the public forum, does the entire Commission stand behind that <br />member's' comments. <br /> <br /> Mr. Schnelle stated that the entire CommiSsion should be in agreement with <br />· the opinions of the--member-chosen to address.the economic aspects. <br /> <br />Chai'rman Greenberg stated that some.of the'Commission members a~e not aware <br />'of the full results of the'Ad Hoc Committee for public improvements. <br /> <br />Commissioner Fults stated that Committee Compiled an assessment ordinance <br />compiled of the best features of those ordinances from 10-12 other cities. <br />There have been two workshops for the purpose' of reviewing and correcting <br />the proposed ordinance and have. not seen the final draft. <br /> <br />Mr."Raudio inquired as to'what changes were made in;the ordinance as a result <br />of'the workshops. " <br /> <br />Commissioner Fults.replied that one major change was that all.assessments had <br />to be paid off when property changes hands.' <br /> <br />Jeanne Schlueter inquired if the changes made to the ordinance justify conducting <br />another public hearing. <br /> <br />Commissioner Fults replied that he does not see any need for another public <br /> <br />EDC/April 13, i983 <br /> Page 2 of 6 <br /> <br /> <br />
