I <br />! <br />I <br /> <br />hearing, the the changes and/or corrections were clarified at the workshops and <br />they are to the citizens benefit. <br /> <br />Jeanne Schlueter noted that one matter that has not been resolved as of yet is <br />what percentage a resident of an MSA'street should towards improvements. <br /> <br />Mr. Raudio inquired as to'what policy will be regarding bonding of developers <br />if sewer and water come into. Ramsey. <br /> <br />Commissioner Fults replied that it was set for 100% bonding. <br /> <br />Mr. Raudio replied that in that case, the City does not want development because <br />the City is not helpin9 the developer. <br /> <br />Mrs. Beale sited a couple examples of developers in other communities that <br />were required to go with 100% bonding and development did take place. <br /> <br />Commissioner Cox, in reply to Commissioner Sentyrz!. concerns regarding SAC <br />charges', stated that we would have been obligated' to those charges anyway <br />because sewer and water had to get to the VoTech. Metro funds (which include <br />Ramsey monies) are paying for that.interceptor and City Council just wanted <br />to make sure the pipe'was si'ze properly to take care of Ramsey's future needs. <br />Our City Council should see to it that-the second connection is available to <br />the edge of Ramsey -- we'encouraged landowners in that area.to provide the <br />City with letters supporting the'need of Sewer and water to present to Metro <br />Council thereby obtaining the connection at metr6 costs.'- Citizens generally <br />tend to attack the developers and I hope we hold 'tight to the idea that the <br />southeast corner~' is strong commercially because commercial has the potential <br />of turning a dollar four tilmes. There is also young population in the City <br />that wi. ll be needing jobs some day~. We are talking about a human element and <br />the develaper should be-treated with respect'. The developers are not in this. <br />situation alone, they were encouraged by City to proceed as they d~d and the <br />City has actually used the developer. ~ <br /> <br />Commissioner Menkveld stated that the petition'circulating the City refers to <br />developers taking advantage of the City.and that-is not always the case. <br />He stated that 'he and other developers held.off developing at the City's request <br />and now the City has the responsibility of providing mean~.for developer to <br />develop. . <br /> <br />Commissioner-Cox brought up the issue of;taxes charged on undeveloped property.- <br />and that the formula is created by State legislature and that more businesses <br />should be encouraged'in Ramsey so as to reduce burden on existing businesses, <br />which could happen.if City would not continually increase operating budget. <br /> <br />I <br />I <br /> <br />Commissioner Menkveld agreed that the 'citizens.should pay more attention <br />City budget. <br /> <br />Brenda Bauerkemper stated that the citizens of Ramsey do not want to stop <br />development,~but rather not start sewer and water. <br /> <br />Commissioner Guy stated that she does-not feel that the planning for sewer and <br />water was publicized eno.ugh. <br /> <br />Commissioner Sentyrz stated that he'did not know until the last five years, <br />that sewer and water were be~n§ plann6d for in Ramsey.
