He stated that he <br />did not find out until this morning that 5 homes he is building are going to <br />be assessed a SAC charge. <br /> <br />Mr. Raudio stated that'there is a'information and credibility gap. At one <br />time there was an area he wanted to develop, the City requested a moratorium <br />and he cooperated. He further stated that he has been'accused of taking <br />advantage of the City and would like to see some back up to those statements <br />if there is any. Nobody induced the City to proceed as they have, there was <br />not a septic tank failure with the City, it was to gain an overall view of <br />how the community should be developed. <br /> <br />Commissioner Sentyrz stated that Metro Council informed him that it was <br />because of private sewer and water problems. <br /> <br />Mr~ Raudio replied that he has letters from Metro Council. stating providing <br />sewer and water was for the purpose of orderly growth of the community. He <br />stated that he also submitted a letter to City'of Ramsey_siting 112 acres <br />he has for development and if develbped c~mmercially,-it could bring in <br />$600,000 in tax money to the City. Ramsey needs additional tax base to <br />relieve pressure on.other taxpayers within the community. <br /> <br />Mr~ Schnelle stated'that how to deal with Mr. Raudio's property is not the <br />issue at this .time, the problem to be-dealt:.with is that the citizens do not <br />want sewer and water and the purpose Of the public forum is to hear all sides <br />of the issue and make decisions' from that. <br /> <br />Mr. 'Ra'u~io replied that was not'siting his.p~operty as an issue,: but rather <br />as an example. The City should'be able to-use my property and it.!s potential <br />tax base as a bas~s for the economic impact study. <br /> <br />! <br />I <br />! <br />I <br /> <br />! <br /> <br />Commissioner Cox stated that the citizens are not paying attention to good <br />planning and just demanding that no sewer and water come into Ramsey and <br />the state operates the same way. He further stated that this City has a <br />chance for economic survival in an Organized manner and if we allow anything <br />into the. City that'is-going to:tie into sewer and wate~ 'see. to.j~_~ha_t_th~? <br />pay for that service themselves. <br /> <br />Commissioner Sentyrz stated that'in response to those people phoning.in with <br />their complaints, the'~'Economic'Development.Commission's purpose'is to advise <br />and make recommendations, the Commission does not make decisions. <br /> <br />Jeanne Schlueter suggested that someone'other than a member of EDC, address <br />the issue of economic impact'at the public 'forum on April 19, 1983. <br /> <br />Mr. Schnelle replied.that addressing the-issue of .economic impact would <br />certainly be';a'responsibi'lity of EDC and it is their decision to either <br />accept or decline. : <br /> <br />Jeanne Schlueter inquired if Commission felt comfortable getting involved~ <br />with less than a.week to prepare. <br /> <br />Commissioner Cox stated that. someone on Council is sticking screws to him <br />everytime he turns around and that he is most 'certainly comfortable with <br />getting involved. There are a lo~. of people who are "involved" that are <br />not paying their fair share.
