Dog Regulations The Ramsey City Council recognizes that dogs are an important part of the community. They provide companion- ship, recreation and protection for many citizens. However, if not properly trained and controlled, a dog may become a nuisance and a hazard to people and property. One way the City controls dogs is through licensing. City Code requires all dogs to be licensed. Licenses are available from the City, for a fee, upon proof of rabies vac- cination. Licenses are valid for up to a three -year period. The City limits three dogs per residence. Four or more dogs require a conditional use permit for a kennel license. Call the Community Development Department at 763- 433 -9824 for additional information on kennel licenses. An owner or keeper of a dog must require the dog to be under the control and in custody of a person of sufficient age to adequately control the dog at all times while the dog is off the premises of the owner. Control and "custody" mean on a leash of not more than six (6) feet in length. It is legal to have a dog in an automobile without a leash, but it must be on a leash if taken out of the vehicle. Remember to take a scoop along when walking your dog! City Code requires any person who owns or has custody of a dog to clean up dog excrement and place it in a proper receptacle. To protect citizens, no person may keep a dog that howls, yelps or barks to the reasonable 7M annoyance of another person. The City's Ani- mal Control Officer may request the person to stop or prevent the annoyance, and if they refuse to comply, a citation will be issued. If the officer needs to stop the annoy- ance, the dog may be taken to the Animal Pound. Call the Ramsey Police Department at 763- 427 -6812 for additional information regarding dog regulations. Building Permits Required Why do I need a permit? A permit ensures proper services are provided to safeguard life, health, property and public welfare. If work is done improperly, such work can become unsafe for the homeowners and their families, as well as devalue their home. Homeowners doing their own project need to obtain the necessary permit(s) and call to arrange the required inspections. When a contractor is hired, the homeowner may direct the contractor to obtain the necessary permit(s) enabling both the homeowner and the contractor to work with City staff to make sure the work is completed according to code. When do I need a permit? Building permits are required to construct, add onto, alter, remove, demolish or repair a struc- ture. If you are making changes, repairs, alterations or additions to any structure, such as your home, office, basement, swimming pool, garage, deck, porch or storage shed, a building permit may be required before you begin construction. Mechanical permits are required for instal- lation or replacement of mechanical systems in structures. This includes furnaces, air condition- ers, gas lines, gas fireplace inserts and additional ductwork. Plumbing permits are required for all new or replacement fixtures in structures and added gas lines for anything other than the main heating system of the structure. This includes replace- ment water heaters, water softeners and plumbing fixtures. Building permit fees vary according to the value of construction. Mechanical and Plumbing permit fees are based upon the type of installation.
