Dog Regulations <br />The Ramsey City Council recognizes that dogs are an <br />important part of the community. They provide companion- <br />ship, recreation and protection for many citizens. However, <br />if not properly trained and controlled, a dog may become a <br />nuisance and a hazard to people and property. <br />One way the City controls dogs is through licensing. <br />City Code requires all dogs to be licensed. Licenses are <br />available from the City, for a fee, upon proof of rabies vac- <br />cination. Licenses are valid for up to a three -year period. <br />The City limits three dogs per residence. Four or more dogs <br />require a conditional use permit for a kennel license. Call the <br />Community Development Department at 763- 433 -9824 for <br />additional information on kennel licenses. <br />An owner or keeper of a dog must require the dog to be <br />under the control and in custody of a person of sufficient age <br />to adequately control the dog at all times while the dog is off <br />the premises of the owner. Control and "custody" mean on a <br />leash of not more than six (6) feet in length. It is legal to have <br />a dog in an automobile without a leash, but it must be on a <br />leash if taken out of the vehicle. <br />Remember to take a scoop along when walking your <br />dog! City Code requires any person who owns or has <br />custody of a dog to clean up dog excrement and <br />place it in a proper receptacle. <br />To protect citizens, no person may keep a <br />dog that howls, yelps or barks to the reasonable 7M <br />annoyance of another person. The City's Ani- <br />mal Control Officer may request the person to <br />stop or prevent the annoyance, and if they refuse to comply, a <br />citation will be issued. If the officer needs to stop the annoy- <br />ance, the dog may be taken to the Animal Pound. <br />Call the Ramsey Police Department at 763- 427 -6812 for <br />additional information regarding dog regulations. <br />Building Permits <br />Required <br />Why do I need a permit? <br />A permit ensures proper services are provided <br />to safeguard life, health, property and public <br />welfare. If work is done improperly, such work <br />can become unsafe for the homeowners and their <br />families, as well as devalue their home. <br />Homeowners doing their own project need to <br />obtain the necessary permit(s) and call to arrange <br />the required inspections. <br />When a contractor is hired, the homeowner <br />may direct the contractor to obtain the necessary <br />permit(s) enabling both the homeowner and the <br />contractor to work with City staff to make sure the <br />work is completed according to code. <br />When do I need a permit? <br />Building permits are required to construct, <br />add onto, alter, remove, demolish or repair a struc- <br />ture. <br />If you are making changes, repairs, alterations <br />or additions to any structure, such as your home, <br />office, basement, swimming pool, garage, deck, <br />porch or storage shed, a building permit may be <br />required before you begin construction. <br />Mechanical permits are required for instal- <br />lation or replacement of mechanical systems in <br />structures. This includes furnaces, air condition- <br />ers, gas lines, gas fireplace inserts and additional <br />ductwork. <br />Plumbing permits are required for all new or <br />replacement fixtures in structures and added gas <br />lines for anything other than the main heating <br />system of the structure. This includes replace- <br />ment water heaters, water softeners and plumbing <br />fixtures. <br />Building permit fees vary according to the <br />value of construction.
