Mr. Kurak volunteered to begin preliminary discussions for a development plan <br />between property owners along Highway #10. <br /> <br />Information Items: <br /> <br />The following were noted: <br /> <br />a) Anoka Industrial Area - Thurston Extension - <br /> <br />Ms. Norris stated that Anoka has no plans for that industrial area north of <br />Thurston Avenue; they are requesting plans from the 3 property owners of that <br />area by the end of the year. <br /> <br />Mr. Hardin stated that he will draft a letter to those 3 property owners <br />requesting that Ramsey be included in planning discussions to insure an <br />organized network of development that will tie into Ramsey's industrial park. <br /> <br />b) Anoka's Highway 10 Study - <br /> <br />Noted. <br /> <br />Case #8: Other Business: <br /> <br />No action. <br /> <br />Appearance By Jack Ippel To Discuss Development Of Industrial <br /> <br />Mr. Ippel stated that he and Mr. Kurak have been discussing development trends <br />in Ramsey -- no real enforcement of ordinances. Suggesting owners of <br />industrial property join together to form a unified development plan which will <br />increase the value of their own property as well as surrounding property. Mr. <br />Ippel stated that they are also suggesting that a position be created to <br />accomplish this task along with other activities, i.e., Star City Program, <br />business incubator, survey business and industry, transportation, etc. Mr. <br />Ippel then presented information found in Attachment II to these minutes which <br />outlines 3 options for such a position. Mr. Ippel stated that the Company <br />could request CDBG funds to get this position going. EDC and Planning and <br />Zoning members can't possibly accomplish, on a volunteer basis, all the tasks <br />that need to be accomplished. <br /> <br />Mr. Kurak pointed out that a position of this nature, actively pursuing <br />development in Ramsey on a full time basis, could sustain itself with just a <br />fraction of the tax increment dollars it would result in bringing into the <br />City. <br /> <br />Mr. Alsdurf agreed that a unified development plan in the industrial area is <br />vital and greatly needed; Anoka, Champlin and Dayton are getting things done <br />and Ramsey should hire such a person and get in on the action. Mr. Alsdurf <br />then referred to the much needed strategic planning process Mr. Jensen <br />discussed with the Company earlier and donated $250.00 to be used toward that <br />process.
