Discussion Regarding Sewer And Water Improvements Proposed FOr
The City's Industrial Area:

Mr. Raatikka was present and stated that he, Mr. Fults and Mr. Raudio have met
with Marv Eggum and Leonard Spone, owners of a considerable amount of property
in the Industria Area. Mr. Eggum and Mr. Spone were concerned that their
properties are not proposed to be assessed for sanitary water along with the
sanitary sewer. Because of the intended tax increment assistance proposed for
the sanitary water improvements, Mr. Spone and Mr. E$§um feel that it would be
a cost saving for them to be assessed for sanitary water also at this time.
On that basis, it has been decided to assess the entire area for trunk water as
well as trunk sewer rather than deleting some of the properties from trunk
water assessments.

Mr. Raatikka also noted that the proposed utility alignment has been realigned
to coincide with proposed future road alignment in this area. This realignment
will allow for trunks to serve as laterals when industrial property is
developed.

Mr. Raudio and Mr. Fults stated that they will meet with industrial property
owners from Ramsey and Anoka to coordinate road alignment.

Consensus was that Ms. Norris should draft a letter to City Council
recommending that the south end of the Spone property and the south end of
Ramsey 67 be included in the sanitary water assessment area and that there be a
legally binding document drafted that would defer connection assessments
until properties are developed.

Mr. Fults stated that he would like to continue to work on the road alignment
issues and to try and coordinate with Anoka for an MSA road through the
industrial property areas.

Case ~1: Subcommittee Reports:

No report at this time.

No report at this time.

Discussion Regarding Status Of Informational Packet:

Mr. Hardin stated that Mr. Alsdurf is still in the process of gathering
information; it might be possible to use the developer's packet in conjunction
with the informational packet; he and Ms. Norris will work on this during the
next month.

Case ~3: Discussion Regarding Facilitator For StrateEic Planning:

Mr. Hardin stated that he and Ms. Norris have been gathering information
regarding costs and services offered from various facilitators for strategic
