planning; plan on having a firm recommendation for action in September or
October.

Discussion Regarding Inventory Of Commercial/Industrial

Mr. Fults stated that the marketability of Ramsey's industrial property right
now is very poor but that will change after public utilities are installed.
Ramsey has 44 years worth of industrial property based on historical sales
statistics. After public utilities are installed and assessments are levied
against property owners, the City will have to exert quite a marketing effort
to help those property owners sell their land. That marketing effort will
require funds and suggest that since the economic development has suffered
because of the landfill, those funds be derived from the landfill fund°

Ms. Norris stated that use of landfill funds will be on the next Economic
Development Commission agenda.

Mr. Hardin suggested that the inventory of commerical/industrial property be
delayed until it is known what the Star City Program will require so as not to
duplicate any efforts.

Mr. Raudio suggested that getting more citizen involvement in the Economic
Development Commission would educate people to the positive aspects of things
that Commission and the City are trying to accomplish.

Mr. Fults suggested that the city should establish a water management ad hoc
committee. Mr. Fults stated that the water drainage problems need more
concentrated attention; he is sure that many drainage ditches are blocked and a
lot of problems could be relieved if some attention and follow up was given to
the ditches. Mr. Fults stated that the people having water problems should
serve on that committee; those people would gain a lot of information about
where problems are, how they came about and why people were allowed to build
where they did.

Ms. Norris was directed to place discussion of a Water Management Ad Hoc
Committee on the next Economic Development Commission agenda.

Information Items:

a. Update on business incubator project.

No action.

b. Report on joint Economic Development Commission and Planning and Zoning
Commission meeting.

This item will be discussed at the next Economic Development Commission
meeting.

c. Status of Star City Program.

Ms. Norris stated that Council approved the Star City Program and the project
coordinator, Bob Stern suggested that Ramsey not proceed with any of the tasks
