Promotional - <br /> <br />No report at this time. <br /> <br />Case ~8: Bequest For Appearance By Jack ID~el: <br /> <br />Mr. Ippel stated that he has been trying to obtain information from slide <br />show/video producers for a package for Ramsey but has not received any <br />response; only information available is that obtained from Slide Shows, Inc. in <br />Anoka and he will be meeting with them again. It has been determined to <br />produce a ten minute video containing as much information as possible that <br />meets the criteria of the Star City Program. <br /> <br />Mr. Ippel proceeded to discuss the status of Gateway North Industrial Airport <br />and stated that two alignments (original proposal in the Master Study and an <br />alternate proposal making use of Prestressed Concrete property) were being <br />studied. After a thorough comparison, there was no real cut and dry winner <br />from a standpoint of less impact and dollars. The recommendation of the <br />Airport Commission and decision of Council was to proceed with the original <br />alignment proposed. The Airport Commission is presenting a resolution to <br />Council for adoption proposing that a zoning commission be established to <br />review zoning enactment necessary to protect the area around the airport from <br />development that would hinder airport upgrading according to State and Federal <br />criteria. Mr. Ippel stated that Gateway would be a state-of-the-art airport <br />developed according to restrictions and regulations for the utmost in safety <br />and an excellent tool to be used towards economic development. Mr. Ippel <br />stated that all work and study is being done in a way to meet Federal criteria <br />to assure Ramsey of 90% Federal/10% local participation if airport improvements <br />take place. <br /> <br />Mr. Hardin inquired if Mr. Ippel feels the 10% local participation will be a <br />problem. <br /> <br />Mr. Ippel stated that he feels the airport area and impacted homes should be <br />included in a tax increment district; tax increment revenue must be spent on <br />public use and the airport would fall into that category and thereby address <br />the city's 10% participation obligation. <br /> <br />Company consensus was that discussion of a recommendation to City Council <br />supporting the establishment of an Airport Zoning Commission be placed on the <br />next Economic Development Commission meeting agenda. <br /> <br />Mr. Ippel proceeded to discuss the idea of a person working full-time in Ramsey <br />to promote economic development. Mr. Ippel stated that he has met with City <br />Staff and a lot of businessmen and developers in Ramsey that concur with his <br />idea. There are two options for hiring such a person: as an employee of the <br />City or an an employee of the Development Company. Mr. Ippel stated that he <br />has done some research and there are a number of ways to fund such a position <br />and eventually make it self-supporting.
