the company to arrange a business appreciation day.

Mr. Wagner, Mr. Alsdurf and Mr. Muller volunteered to schedule and arrange the
business appreciation day. Company consensus was to research the possibility
of doing it in conjunction with Anoka's business appreciation day, followed up
with a game of golf at Greenhaven and Rum River.

Update On Stock Solicitation Mailing:

Addressed during Case #2, Subcommittee Reports.

Discussion Regarding Budget Request:

Mr. Hardin presented copies of a letter prepared by him listing economic
development activity needs and required funds for same.

Discussion ensued regarding the need for a full-time person to coordinate and
promote economic development. Mr. Hardin feels funds should be directed to
that function; full time effort is needed to get star city designation, an
incubator project, assisting business and developers meet the city's
requirements, communicating transportation and utility plans, etc.

Mr. DeLuca stated that the needs should be prioritized; further discussion
should take place regarding the city's ability to levy for economic
development; doing so, there would be funds to hire a full time economic
development person in the future.

Mr. Wagner and Mr. Hardin volunteered to attend the October 14 Council meeting
to present the list of needs and required funding. Mr. Alsdurf volunteered to
write a letter to council regarding the need for extra effort in the area of
economic development as a defense against large development corporations coming
in and dictating the community's development.

Update On Information Packet:

Mr. Alsdurf provided a sample of Brooklyn Park's information packet; consists
of a simple pocket folder that allows for easy replacement of outdated
information.

Mr. Hardin requested that Mr. Alsdurf provide cost estimates for a similar
folder for Ramsey.

Update On Star City Program:

Ms. Norris stated that she will be assigning company and commission members to
subcommittees to start working on star city tasks.

~ Update On Sewer And Water To Industrial Area;

Ms. Norris reported that the bids for sewer and water to the industrial area
exceeded the engineer's estimate by more than 10% and that project was ceased.
Council ordered plans and specs for a new sewer and water project with
basically the same scope.
October 9, 1986
