Mr. DeLuca stated that efforts should not be expended <br />to develop a parcel of property for which there are already plans <br />(Schwartzman property); efforts should be put into creating interest in <br />developing any area for which there are no plans in the works. <br /> <br />Amendment fails for lack of a second. <br /> <br />Further Discussion: Mr. Raudio agreed with Mr. Kurak that naming specific <br />parcels creates interest and opens the area up for discussion; property <br />owners would not be obligated to any offers that might result. <br /> <br />Motion carried. Key Communicator <br /> <br />Mr. DeLuca stated that there is a posibility that the Key Communicator <br />program will be developed in Ramsey; if so, it would be advantageous for <br />the Promotional Subcommittee to work on that project. <br /> <br />B. Legislation For Moratoriums On Property Valuations <br /> <br />Mr. Greenberg stated that he talked with Representative Ernie Larsen <br />regarding legislation that wouldplace a moratorium on property valuation <br />increases for those properties situated along utility trunk lines that are <br />not developing and cannot afford property tax increases. <br /> <br />Mr. DeLuca expressed concern for the tax increment district those <br />properties are within. Properties within a tax increment district must <br />show improvement within a certain period of time or they are deleted from <br />the tax increment district; improvement to property is reflected in the <br />property valuation; deletion of the properties proposed for moratoriums <br />(Egga~/Spone) make up 80% of the district and their deletion could create <br />major problsms. <br /> <br />Mr. Greenberg suggested that the moratoriums expire prior to that time in <br />which there would be a problem caused in the tax increment district. <br /> <br />Mr. Hardin stated that some consideration should alsobegivento the City <br />negotiating the purchase of the Eggam/Spone property, platting it and <br />offering it to incoming businesses at reduced land values prices as a part <br />of Ramsey's overall plan to promote economic development. <br /> <br />Consensus was to place further discussion of moratoriums to property <br />valuations on the March 11, 1987 Economic DeveloFment Commission agenda. <br /> Economic Development Company/March 5, 1987 <br /> <br />Page 4 of 5 <br /> <br /> <br />
