Mr. Ippel - Inquired if Chapman's approach to the study includes public
informational meetings.

Mr. Anderson - Replied that he prefers to get public input but the study
scope did not call for public meetings and therefore it was not included in
their proposal. Chapman's rate is hourly and can be adjusted to include
public meetings.

The interview was completed at 9:47 p.m.

The Company members proceeded to discuss the pros and cons of each
proposal. A secret ballot determined that Barton-Aschman and Hoisington
Group tied for top candidate.

The Company members noted that the interviews with Barton-Aschman and
Hoisington Group were held to their allotted time and more questions came
to mind in subsequent interviews; to be fair, those questions should be
forwarded in letter form to the top two candidates before a selection
recommendation is made. Those questions should request further comments
regarding how the studies will focus on actual development and image of the
Hwy. #10 strip itself, more in-depth explanations of the market strategy
that will be developed, the level of public involvement proposed in the
process and whether or not the airport is considered a positive or negative
on development.

Mr. DeLuca noted that Barton-Aschman's presentation was very professional
and well prepared for; Hoisington's was not quite as professional but
emphasized public involvement.

Company consensus was to schedule a special meeting for Monday, March 24 at
4:30 p.m. to review the responses fr~m Barton-Aschman and Hoisington Group
and form a recommendation to be forwarded to City Council.

Motion by Mr. Greenberg and seconded by Mr. Fults to adjourn the special
meeting of the Ramsey Economic Develo~ent Company.

Motion carried. Voting Yes: Mr. Hardin, Mr. Greenberg, Mr. DeLuca, Mr.
Ippel and Mr. Fults. Voting No: None.

The meeting adjourned at 10:20 p.m.

P~spectfully submitted,

Sylvia Frolik
Secretary

March 16, 1987
