Mr. Anderson - Replied that it appears develot~nent standards are loose in <br />Ramsey and the biggest problems come about when a city tries to tighten up <br />those develoI~nent standards without giving people the perception that they <br />are being hurt. Ramsey has a lot of good industrial and river frontage <br />property and is in a position to see a lot of changes with respect to <br />highway accesses. <br /> <br />Mr. Hardin- Inquired about Ramsey's absorption rate based on competition <br />from surrounding communities. <br /> <br />Mr. Anderson - Stated that Ramsey has good highway access, good rail <br />service and urban services and the city has to take a proactive approach. <br />Mr. Anderson stated that he feels the airport can be an amenity that Ramsey <br />can offer that other communities can't. <br /> <br />Mr. Chat~nan - Stated that the result of this study will point out logical <br />areas for redevelopment and development. <br /> <br />Mr. Ippel - Inquired if Phase 5 of Chapman's proposal includes a marketing <br />plan and strategy. <br /> <br />Mr. Chapman - Stated that Phase 5 was not intended to be a full-blown <br />market study but an orderly sequence of actions to be taken to seek <br />development. <br /> <br />Mr. Ippel - Inquired if the study will taken into consideration the <br />shopping center being built on Hwy. 10. <br /> <br />Mr. Chapman - Replied that the shopping center would be taken into <br />consideration. <br /> <br />Mr. Anderson - Referred to an earlier question regarding if the proposal <br />including a marketing plan and strategy and stated that the Chapman firm is <br />made up of technical staff, not salesmen. Chapman's team would not do a <br />sales plan but rather provide the city's sales people with the technical <br />background to get the job done. Mr. Anderson stated Shakopee did a similar <br />study that include a market plan and they were disappointed with it. <br /> <br />Mr. Chapman - Stated that his firm would reasses Ramsey's growth pattern, <br />review ordinances and comprehensive plan and review historical growth <br />patterns in the area. Typically, a city should have more land use <br />designated for commercial/industrial development than is going to be <br />absorbed because some landowners hold onto their land as an investment and <br />have no intentions to develop it. <br /> <br />Mr. Fults - Inquired if developers table developing in a community when <br />they find out there is a land use study being done. <br /> <br />Mr. Chapman - Stated that redevelopment holds off until the study is <br />complete; owners of vacant land in narrow areas try to develop quickly <br />before any changes might be made; word of a study does not seem to impact <br />owners of broad areas of land. <br /> March 16, 1987 <br /> <br />Page 9 of 10 <br /> <br /> <br />
