extent of airport zoning and it's strictness. <br /> <br />Mr. Hardin - Inquired how Hoisington intends to reach agreement between <br />conflicting groups during the study process. <br /> <br />Mr. Hoisington- Stated that he doesn't perceive conflict problems; not <br />everybody can be satisfied and at some point, Hoisington has to make a <br />recommendation. Hoisington has had tremendous success in other communities <br />getting people to agree. <br /> <br />Mr. Raatikka - Inquired if Hoisington's price quote is a 'not to exceed' <br />figure. <br /> <br />Mr. Hoisington - Stated that his firm is willing to contract service at a <br />quoted price; they are willing to make adjustments in the services and <br />adjust the fee accordingly; they are willing to go on an hourly rate with a <br />'not to exceed' figure. <br /> <br />The interview was completed at 8:25 p.m. <br /> <br />4. B.B. Chapman <br /> <br />Mr. Bill Chapman, AICP and Mr. Ken Anderson, P.E., were present. <br /> <br />Mr. Bill Chaunan - Stated that his firm would serve as an extension to <br />Ramsey's staff to do things that staff currently does not have the <br />technology and time to do. Chapman's study would address issues of: <br />1) image and service on Hwy. #10; 2) the County regional park; 3) <br />development plans along the Mississippi River; 4) the airport; 5) sewer <br />and water needs. The approach would be: 1) understand the issues and <br />needs; 2) anticipate future potentials; 3) establish reasonable <br />guidelines for land use, zoning, public improvements and traffic <br />transportation. <br /> <br />Ken Anderson - Stated he has had 25 years experience in traffic <br />engineering, mostly on the public side. Mr. Anderson stated he has a lot <br />of familiarity with Metro Council and bLN DoT. Ramsey has the unique <br />opportunity to leave the reactive role and take on a proactive role to tell <br />other agencies what is desired in Ramsey. Mr. Anderson stated he and Mr. <br />Chapman have the expertise and background to develop some basic information <br />that Ramsey can transmit to people developing in Ramsey. Mr. Anderson <br />stated that his portion of the proposal is divided into two elements to <br />take into consideration Cty. Rd. 116 and Mississippi River crossings. What <br />happens with transportation depends on the type of development the Hwy. #10 <br />corridor will serve. The outcome of the traffic portion of the study will <br />provide Ramsey with traffic projections based on development that will <br />reflect what kind of system Ramsey needs. <br /> <br />Mr. Chapman - Stated that any major changes will be in a format that is <br />easily amended into the City's comprehensive plan. <br /> <br />Mr. Hardin - Inquired as to Chapman's perception of Ramsey's strengths and <br />weaknesses. <br /> March 16, 1987 <br /> <br />Page 8 of 10 <br /> <br /> <br />
