With respect to a good basis for develol~nent along Hwy. #10, <br />the major concern is the lack of utilities and a way to get those utilities <br />in a manner that is acceptable to the property owners. Ramsey's <br />relationship with Anoka has to be blended in order to expand industrial <br />base. To develop an orderly strategy for Hwy. #10, you need a land use <br />analysis and plan, market analysis and strategy, transportation analysis, <br />and implementation plan for roles and responsibilities. During the course <br />of the study, meetings will be held to promote Hwy. #10 Committee and <br />community involvement in the study. <br /> <br />Ron Jackson - Senior Associate - Barton Aschman Associates - Stated that <br />Ramsey has highway, rail and air accesses. There needs to be some <br />strategic planning done with respect to traffic flow and stacking space <br />between the railroad tracks and Hwy. #10. The airport does place certain <br />restrictions on development. There should be a development strategy <br />prepared for a frontage road along the south side of Hwy. #10. The river <br />crossings and an extension of Cty. Rd. #116 need to be reviewed. All <br />strategies prepared would be in harmony with MN DoT, Metro Council and <br />Anoka County. <br /> <br />Barry Warner summarized the Barton Aschman/Resolution, Inc. team highlights <br />as follows: 1) issue oriented; 2) documented planning process; 3) <br />involvement of key community people; 4) extensive team experience; 5) <br />testing of alternative scenarios; 6) fiscal integrity; 7) personal <br />service by senior staff; 8) personal interviews with business people. <br /> <br />Mr. Hardin - Inquired as Barton/Aschman's perception of Ramsey's strengths <br />and weaknesses. <br /> <br />Mr. Wiski - Stated that the biggest problem is overcoming tradition; <br />communities 5 years ago did not have economic development commissions and <br />companies or financial involvement in making projects come to pass. With <br />top and middle income housing, two major rivers, great location, good <br />soils, utility capacity, industrial property, multi-transportation, <br />recreational focus and a willing government, Ramsey has a significant <br />ability to pull it all together. <br /> <br />Mr. Hardin - Inquired how Barton Aschman intends to reach agreements <br />between conflicting units during the course of the study. <br /> <br />Mr. Warner - Replied that the Hwy. #10 committee should be represented by <br />all City commissions in order to get at the real issues and establish <br />priorities. Through that criteria and exploring alternatives, the group <br />collectively begins to target in on one specific land use and <br />transportation concept. <br /> <br />Mr. Fults - Inquired if Barton/Aschman will provide a plan to accomplish <br />the results of the Hwy. #10 study. <br /> <br />Mr. Warner - Replied that Barton/Aschman will provide the objectivity for <br />the community to develop a plan. <br /> <br />March 16, 1987 <br /> <br />Page 2 of 10 <br /> <br /> <br />
