Mr. Raatikka- Inquired if the study will address the blight situation <br />along Hwy. #10. <br /> <br />Mr. Warner - Stated that there are two ways to deal with blight: 1) a <br />forceful economic .a~proach providing incentive for landowners to sell or <br />upgrade; 2) establish more stringent land use zoning. <br /> <br />Mr. Hardin - Inquired as to how Ramsey can compete with communities like <br />Anoka and Coon Rapids with respect to developing commercial/industrial <br />property. <br /> <br />Mr. Wiski - Replied that Ramsey has to inventory it's strengths and based <br />on that put a package together that makes sense to develop in Ramsey. <br />Ramsey can position themselves to work in with Coon Rapids and Anoka but <br />Ramsey will never out-compete them. Ramsey should develop it's own <br />strategy to compete in a friendly way to get those businesses that best fit <br />in Ramsey. <br /> <br />Mr. Hardin- Inquired if competition like Anoka and Coon Rapids affects <br />Ramsey's absorption rate. <br /> <br />Mr. Wiski - A community can either accept what happens as fate or actively <br />participate in what happens by repackaging and positioning itself among <br />other communities. <br /> <br />Mr. Warner - Stated that when contracted by Lakeville, Barton Aschman <br />identified things that will drive the absorption of their property; the <br />airport was not one of them. <br /> <br />Mr. Raatikka- Inquired if Barton Aschman can provide a 'not to exceed' <br />figure in their price quote for the study. <br /> <br />Mr. Warner - Replied that the $21,000-$28,000 range is because of unknowns <br />like number of meetings that will be required, amount of background <br />analysis required, amount of existing information available and amount of <br />staff participation available. It would be appropriate for Barton Aschman <br />to meet with staff and more specifically determine the scope of services <br />required and establish a 'not to exceed' figure. Mr. Warner recommended <br />that the study be contracted on a hourly basis with a 'not to exceed' <br />figure. <br /> <br />The interview was completed at 5:25 p.m. <br /> <br />2.
