disciplinary team (urban planner, landscape architect, civil and traffic <br />engineer); 5) A process that is action oriented; 6) Community involvement <br />in every phase of the process. <br /> <br />Mr. Weber stated that recent project of BN~'s was the Highway #7 corridor <br />in St. Louis Park which is very similar to the Hwy. #10 situation. <br /> <br />Mr. Weber stated that the work program would involve: 1) Analysis of <br />conditions; 2) Study area goals and objectives; 3) Provide a development <br />plan addressing land use, transportation and utilities; 4) Provide an <br />implementation plan addressing marketing, finance, planning and <br />administration; 5) Provide a preliminary report, review meeting with study <br />committee at each phase of the study and a final report. <br /> <br />Mr. Weber stated in summary that BM has: 1) a team of planners, traffic <br />and civil engineers and landscape planners; 2) experience with similar <br />projects; 3) an understanding of the situation; 4) a policy of utilizing <br />a private developers' committee; 5) a work program that will establish a <br />foundation for a long term city wide economic development effort; 6) the <br />ability to meet the city's schedule. <br /> <br />Mr. Hardin- Inquired as to B~'s perception of Ramsey's strengths and <br />weaknesses. <br /> <br />Mr. Weber - Stated that Ramsey is not yet locked into one kind of industry <br />or quality of development; there is the opportunity to establish an image <br />and direction. There are problems along Hwy. #10 with respect to accesses <br />and image but it is not too late to change that. Development along Hwy. <br />#10 will be difficult because there is not a system of frontage roads. A <br />strength would be the amount of undeveloped land that is available. Rail <br />access may or may not be an asset depending on the type of industry to be <br />targeted. Mr. Weber stated that in his opinion, airports may or may not be <br />an asset; he would like to hear what private developers have to say about <br />it. <br /> <br />Mr. Hardin - Inquired as to how the competition provided by Anoka and Coon <br />Rapids would impact Ramsey's absorption rate. <br /> <br />Mr. Weber - Replied that it is essential for Ramsey to analyze and position <br />itself in the market accordingly. It is important to be careful not to go <br />head-to-head with a community when that community has obvious advantages <br />over Ramsey. Being located on Hwy. #10, the link between the metro area <br />and St. Clous, is an asset. <br /> <br />Mr. Fults - Stated that P~msey has a large amount of property earmarked for <br />commercial/industrial development; will B~'s report determine if some of <br />that property should be rezoned to residential. <br /> <br />Mr. Weber - Replied that B~'s report would focus on commercial/industrial <br />property and compare that to standards set by other communities locally and <br />nationally. <br /> <br />Mr. Hardin - Inquired as to the membership on the Private Developers' <br /> March 16, 1987 <br /> <br />Page 4 of 10 <br /> <br /> <br />
