Committee. <br /> <br />Mr. Weber - Replied that B~ would convene a committee that would be <br />tailored to this specific project in Ramsey. <br /> <br />Mr. Herman - Stated that the opinion of developers working in the <br />particular area can provide excellent insight at modest costs. <br /> <br />Mr. DeLuca- Inquired if there are controls built into the developers' <br />committee that will maintain objectivity. <br /> <br />Mr. Weber - Replied that there are a sufficient number of members on the <br />committee to insure that no one dominates the committee; there is a <br />structured format for asking questions and exploring issues; BI~ would <br />chair the committee and guide discussions. <br /> <br />Mr. Paatikka- Inquired as to how the blight situation and development <br />controls for Hwy. 910 would be addressed. <br /> <br />Mr. Weber - Stated that removing blight is more difficult than controlling <br />development. Short of buying up the property, there is not much that can <br />be done about existing blight. As land values increase and the metro area <br />grows, owners of blighted property will see their land more valuable in <br />another use and that land will naturally turn over to other uses. Frontage <br />roads induce land use changes. A properly written and enforced zoning <br />ordinance and a city wide marketing campaign will control the quality of <br />develot~nent. <br /> <br />Mr. Raatikka - Requested clarification on the 'streetscape design' <br />mentioned in the proposal. <br /> <br />Mr. Weber - Stated that a good physical image is very important. Some of <br />the best industrial parks are those owned by one party or the city and that <br />are developed with uniform road designs, building facades and landscaping. <br /> <br />Mr. Hardin- Inquired as to how BM intends to reach agreement between <br />conflicting groups during the study process. <br /> <br />Mr. Weber - Replied that differences of opinion are expected and BRW <br />attempts to reach consensus agreements at each stage of the study. If a <br />consensus is impossible, the alternatives are carried through to the next <br />stage for further research rather than forcing a decision on one or the <br />other. <br /> <br />Mr. Hardin - Stated that there is a 100 acre county regional park adjacent <br />to Ramsey's commercial/industrial area and inquired if that would be <br />considered apositive or negative. <br /> <br />Mr. Weber - Stated that he doesn't feel the county park will enhance the <br />marketing of commercial/industrial property. Availability of active parks <br />to be used after working hours is an asset to marketing.
