Mr. Wagner stated that the problem is that the press wanted the financial
records of applicants for economic development loans made public; does the
Company have the right to keep those records confidential and if not, will
making private records public deter applications for assistance.

Mr. Hardin directed that this case be tabled and that Ms. Norris schedule a
meeting between the Company and City Attorney Goodrich as soon as possible
to discuss the issue in more detail.

Other Business:

Those present noted an ad placed in the June 24, 1987 Anoka Shopper by
developers of Northfork, Flintwood and Rivers Bend and Ramsey's front page
ad in the mailer organized by the developers of Flintwood Hills and River's
Bend.

Mr. Raudio referred to last month's discussion regarding residences being
located above businesses and stated that other cities do allow for it.

Ms. Norris noted that it is usually older, more established cities that
allow for residences above businesses.

Those present discussed the pros and cons of mixing residential and
commercial uses. They also discussed Mr. Raudio's proposed PUD to develop
lots combining residential/commercial uses.

Mr. Kurak stated that he feels mixing residential and commercial uses on
the same lot does not allow for the proper growth of a business. Mr. Kurak
based his comment on home/businesses he has seen that have been in
existence for a period of time.

Mr. Raudio replied that each lot in the PUD will have to go through a site
plan process and there will be a restrictive convenants for the area. Mr.
Raudio stated that he feels a residential/commercial use is a better buffer
to the adjacent residential area than the existing industrial zoning.

ADJOURNMENT

Motion by Mr. Wagner and seconded by Mr. Greenberg to adjourn the meeting.

Motion carried. Voting Yes: Mr. Hardin, Mr. Wagner, Mr. Kurak, Mr. Raudio
and Mr. Greenberg.

The meeting adjourned at 5:30 p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

anne ~orris/
COmmunity Development Director

Economic Development Company/July 2, 1987
