.

.

.

deleted from landfill selection but is back in contention because of the
possibility of the airport project ceasing.

Commissioner Ipplel replied that a great deal of effort has been put into
making Metro Council and solid waste agencies aware that Gateway Airport
exists and is currently in operation and that FAA regulations prohibit
landfill operations within 5,000 feet of an airport runway; those agencies
welcomed that information because they had been assuming an airport would
be an ideal use of landfill buffer area. Chairman Ippel stated that those
agencies have also been made aware of the impact removing 80 acres of
industrial property from the city's tax base for a landfill would have.

Commissioner Wagner noted that Site P has never been deleted from
consideration.

Commissioner Ippel replied that the possibility of no airport project
places Site P in stronger contention.

Commissioner Hardin referred to page 8 of Council minutes dated December 8
and Mr. Hartley's comment that Metro Council Chairman Stephen Keefe
indicates that the need for additional landfilling is subsiding and there
may not be a need to site new landfills or expand existing landfills. Page
11 of the December 22 City Council minutes indicate that Commissioner Haas-
Steffen has requested the ceasing of all environmental testing until the
liability for deep wells that have to be drilled is resolved. Commissioner
Hardin stated that these two comments seem to indicate that it is very
possible Site P would not be selected.

Chairman Ippel noted that there is a State law prohibiting the deposit of
mixed municipal waste in landfills after 1990; it appears that law will
have to be overturned because there is nothing else to do with the waste.

Motion by Commissioner Fults and seconded by Commissioner Ippel to approve
the following:

Regular Economic Development Commission meeting minutes dated November
12, 1987.

Special Economic Development Commission meeting minutes dated November
24, 1987.

Regular Economic Development Commission meeting minutes dated December
9, 1987.

Motion carried. Voting Yes: Chairman Greenberg, Commissioner Ippel,
Wagner, Fults, Hardin and Gorecki. Voting No: None. Absent:
Commissioners Kurak, Vevea and Muller.

NOTE CITY COUNCIL MEETING MINUTES

Some discussion regarding City Council meeting minutes took place during
Approval Of Economic Development Commission Meeting Minutes.

Economic Development Commission/January 13, 1988
