I talked with Peggy Wedan <br /> about the possibility of devaluating my property for tax purposes, due to the <br /> negative impact of having a road and house being built, and that I should also not <br /> have to continue to pay taxes on the 33' of my property that was now going to <br /> benefit someone else. She had been out the previous March for an assessment <br /> and was familiar with the property. She stated that if an easement of record on <br /> my property existed, I probably am not paying taxes on it. She then pulled up my <br /> legal description and reviewed it. She said it stated that the property was subject <br /> to an easement for road purposes and that I wasn't being taxed on it. I relayed to <br /> her that I am being taxed on four acres of land as stated on my tax statement, and <br /> it is stated subject to easement. She then pulled out the some document, I'm not <br /> sure if it was a plat or survey. She verified the dimensions of my property and <br /> calculated the size of the property and came up with 3.99999 acres. This verified <br /> the size of the lot on which I am paying taxes. She stated that this is strange and <br /> that I am raising some very good legal questions. She referred me to the City of <br /> Ramsey for further information pertaining to these questions. <br /> <br />1/16/04 I made contact with Sylvia Frolic (Community Development Director) and <br /> relayed my concerns and questions. This was late in the day on Friday and said <br /> 'that she wouldn't be able to give me any answers until early the folio'wing week. <br /> Silvia is also the person who signed the" Notice of Public Hearing" for the <br /> meeting of 10/2/03. <br /> <br />1/20/04 Call from Pat Trudgeon (Principle Planner) <br /> Mr. Trudgeon relayed to me that he had looked into my concerns and the <br /> conclusion was that the City had "Messed-up". That they hadn't done their <br /> homework on researching the easement and they are researching it further. He <br /> stated that after our conversation, he would contact Mr. Bauer and halt any further <br /> progress on this project until a finaI determination can be made. I relayed my <br /> concerns and asked how could this happen~ I told him that I always felt that the <br /> City should be looking out for the best interest of all its residents and when a <br /> decision is made that has negative consequences for some of those residents; all <br /> precautions should be taken to insure it is a legal and fair decision. I also asked <br /> Mr. Tredgeon if he had input as to the alignment and width of the driveway that <br /> was now cut in, as Mr. Bauer had stated that it was a City directive. Mr. <br /> Trudgeon stated that he has no knowledge of this, and doesn't know who would <br /> have directed Mr, Bauer as to aligmnent or width. Mr. Trudgeon stated that he <br /> was going to refer this to the City Attorney for review. <br /> <br /> <br />
