CITY COUNCIL WORK SESSION
Topic Report: Ramsey Town Center Intersection
Details
By: Leonard Linton, Civil Engineer II

Background:

Ramsey Town Center plans have been submitted for the MSA streets and the Developer Plat Phase
streets. The portion of Sunwood drive between Rhinestone and Zeolite streets and Rhinestone between
Sunwood and East Ramsey Parkway will be constructed of concrete. Zeolite street is not part of this
package, however it will also be concrete from Sunwood to West Ramsey Parkway. Staffhas visited and
photographed several different examples of streets and crosswalks. Representative photographs of
crossings are attached for Council review for this work session.

The options are listed below in order of increasing complexity. · Painted Cross walks with MN/Dot Standard Curb Ramps.
· Stamped, Painted Asphalt
· Concrete Cross walks with bituminous paved streets
· Paver bricks bounded by concrete ribbons and bituminous pavement

Curb ramps need to provide a different surface that can be felt with the poles used by the visually
impaired. The city standard detail shows exposed aggregate surfaces on the pedestrian ramps.

Staff has attached a diagram showing the proposed location.of trails and walks in Ramsey Town Center.
The walks, trails and crosswalks are inter-related as they provide non-vehicular routes through the
development.

Staff would like to discuss the alternatives and the related pros & cons of each option. Ramsey Town
Center will define the public image of shopping in Ramsey for the future. This discussion should focus on
the intersections. Staff is preparing additional information for another work session to look at the overall
street scene. The desired outcome of the two work sessions is a clear vision of how the walks, trails and
crosswalks will appear and to define common elements to be used for the walks, trails and crosswalks.

Action Statement:

Provide direction to staff regarding appropriate intersection details for the Ramsey Town Center project.

CCWS: 03/30/04
