2. Economic Development Commission -

Darryl Fults explained that the Commission is presently preparing a brochure
regarding the City of Ramsey, which will be presented to Council for their
approval.

Mayor Gamec stated that he has received requests from businessmen in regards
to the airport and what is going to happen to it. There will be a recommendation
to form a committee to look into the airport matter.

3. Local Development Corporation -

Mayor Gamec explained that the City will be selling stocks for $50/share
in the particular corporation and has allotted HUD funds to go to economic
development ($47,000). In this way, the City can help a business get started
in Ramsey, perhaps by reduced interest rates. Another item the City is looling
into is guaranteeing a certain tax base for a period of 2 to 3 years for new
businesses in Ramsey.

4. Cable T.V. -

Councilmember Van Wagner stated that Cable T.V. is at a dead end right now in
Ramsey - at least until a suitable location for the tower is agreed upon.
There should be cable T.V. in Ramsey by this summer.

Council recessed at 8:33 P.M.

Mayor Gamec called the special meeting back to order at 8:49 P.M.

5. State Aid Roads -

Mayor Gamec stated that this year the City will be receiving $283,000 ($265,000
to be used for construction and the balance for maintenance). One of the
City's last projects was 167th, which is about 95% complete, and some funds
have been held out from the Contractor until 167th is complete.

Mr. Raatikka stated that the following would be projects for this year:

155th from Ramsey BLvd. to Variolite
Variolite from 155th to 161st
Also looking at doing 167th from County Rd. #5 to Jasper (which would be
financed partially by assessments and some City funds)

6. Sewer and Water -

Mr. Raatikka stated that the first connection is ready for the City to hook
up to late this spring. The City has completed feasibility for extending the
trunk but no action has been taken by Council. The second connection is
approved, and if the City does not show a need for that connection, construction
could be delayed until 1984. The City will not make a decision until after
the February 8, 1983 hearing, which will be followed by a feasibility study
for that area and it will only involve undeveloped land in that area.
Mr. Raatikka attended a city engineers meeting last week and "Program on
Assessment Appeals" was on the agenda. It is recommended that a city should
not assess beyond area being served for 3-5 years and that the city should
pick up cost of oversizing trunk.

Sp C/January 24, 1983
