Mayor Gamec commented that the City is trying to keep sewer and water from <br />existing residential areas. He further stated that the upcoming hearing is <br />basically on the public utility policy, it does not mean that there are any <br />projects taking place and that we are going ahead with sewer and water. <br /> <br />7. Thurston Avenue Extension - <br /> <br />Mr. Raatikka described the proposed Thurston Avenue Extension. The City of <br />Anoka, Anoka County, State of Minnesota and developer have discussed making <br />it a thoroughfare street and having it as a County MSA route. Anoka will <br />also include a grade separation crossing either over or under the railroad <br />tracks which would be an asset to Ramsey. Cornelius is in objection to this <br />proposed thoroughfare extension <br /> <br />8. Park and Recreation - <br /> <br />Dennis Donovan stated that this Commission's main concern is developing ball <br />fields and active recreation in the area. He further stated that the City <br />has made a commitment to develop Federal Cartridge land as park land and the <br />Commission is hesitant to see a major thrust of development go towards the <br />Raudio property. <br /> <br />Mayor Gamec suggested issuing a letter of appreciation to all involved in <br />getting the hockey rinks ready this year. <br /> <br />9. Planning Commission - <br /> <br />Mr. Kenneth Peterson stated that the Commission is concerned about the issuances <br />of variances in the City. He further commented that there must be more <br />communication between the Planning Commission and Council, that many times <br />Council goes against the Planning Commission's recommendation. <br /> <br />Mayor Gamec replied that if sewer and water development starts occurring, <br />the City might have to look at granting more variances. There will always <br />be differences of opinion between commissions and Council, but Council does <br />end up with the final decision and we should also definitely be able to get <br />back to you the reasons for our decision. Planning and Zoning plays an <br />important role in filtering and answering a lot of questions. <br /> <br />Commission member Schneider brought up the case of Cable T.V. She stated <br />that it was almost as if the Cable T.V. people expected that Council would <br />go against Planning and Zoning's recommendation and chose not to research <br />any alternative locations for the tower before it came to Council. Further, <br />why did Council have to sit through all the citizen comments all over again, <br />those same comments were noted in the Planning and Zoning public hearing <br />minutes? <br /> <br />Mayor Gamec replied that the Council is trying to be a fair Council, that <br />maybe there is too much citizen input at Council meetings, but he does not <br />want to change the format because citizens become very irritated with a <br />Council that will not hear them out. <br /> <br />Councilmember Schlueter agreed with Commissioner Schneider that~ea~ings <br />conducted at Council meetings allows for too much duplication. <br /> <br />Commissioner Schneider inquired as to the need of a Planning and Zoning <br /> <br />Sp C/January 24, 1983 <br />Page 3 of 4 <br /> <br /> <br />
