are not residential lots. Mr. Commers stated that he has contacted the owners <br />of the parcel north of 167th and they are not interested in a lease agreement <br />with Group W. He also contacted the owner of the parcel directly across the <br />street from the originally proposed site and there is some interest, but that <br />site is only just across the street from the site the residents of Rolling <br />Green are opposed to. Have contacted Mr. Cliff Morris, owner of parcel to the <br />south, and he is interested in leasing property to Group W for the tower. <br />There is a screening of trees between Mr. Morris' property and adjacent <br />residents. Group W is looking for some direction from Council. Mr. Commers <br />also noted that a self-supporting tower is feasible, but it has a much wider <br />base. Either style tower, guy line or self-supporting, will require an acre <br />of area. <br /> <br />Mayor Gamec stated that Mr. Morris' property is a much better location for <br />the T.V. tower because of the natural screening that already exists between <br />the Morris property and adjacent residential area. Mayor Gamec also feels <br />some thought should be given to planting a screen along County Rd. ~5. <br />Mayor Gamec also requested that Group W avoid blinking lights, dishes and <br />reflectors on the tower. <br /> <br />Mr. Commers requested if the approval of the Morris property as a site for <br />the T.V. tower and hub station couldn't be expedited. <br /> <br />Mayor Gamec replied that if Mr. Commers found it necessary, he could request <br />a special meeting of the Planning and Zoning Commission. <br /> <br />Mr. Berg informed iMr. Commers that a special meeting of Planning and Zoning <br />would cost Group W $195.00. <br /> <br />Case #8: Regular Council Meeting: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />approve of having one regular Council meeting per month through April 30, <br />1983. This meeting will be held on the fourth Tuesday as set forth in the <br />City Code. Further, that Council is in favor of conducting special Council <br />meetings when required. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #9: Resolution Regarding C.A.P. Agenc~ and Waltek, Inc.: <br /> <br />Mayor Gamec stated that he has met with Anoka County, City of Anoka and <br />C.A.P. and we are proposing to hook up Waltek, Inc. to electricity generated <br />by methane derived from the landfill. The County is guaranteeing Waltek <br />that their rates will be 75% of what commercial rates are. C.A.P. will grant <br />Waltek $95,000 to initiate the project, which will be paid back to the City <br />of Ramsey at 1% interest, to be used for future economic development in the <br />City of Ramsey. <br /> <br />Councilmember Van Wagner stated that the proposed resolution should be revised <br />to assure C.A.P. and Waltek access to the methane gas produced by the <br />existing, site.
